At present,under the background that China is making an effort to build a knowledge-based government,knowledge management is an inevitable requirement of the times and society for the development of the government,since knowledge management can effectively improve the government's public service capabilities and improve government effectiveness.Based on the SECI theory,the paper takes the government finance department as an example to conduct empirical research on the knowledge management of government departments by using the questionnaire survey method.It is found that the status quo of knowledge management in government departments shows that the conversion between tacit knowledge in the socialization stage is still dominated by the traditional way of masters and apprentices.The frequency in the ways and means of socialized information presentation are higher.In the externalization stage,the conversion from tacit knowledge to explicit knowledge is mainly based on experience communication and discussion mode,and other methods are used less.In the combination stage,information system and network platform are barely used and fragmentary explicit knowledge can not be effectively converted into systematic explicit knowledge;In the internalization stage,the three common presentation methods are widely used when explicit knowledge is converted to tacit knowledge.The problem in the socialization stage of knowledge management in government departments is that the subjective conversion obstacles of tacit knowledge individuals are more obvious,and the traditional methods lack innovation.The reasons are that the cultural atmosphere of knowledge sharing is not strong,that the incentive system is not perfect,and the experience of personal accumulation is hidden.Knowledge cannot be delivered in a timely manner in a good environment;The problem in the externalization stage is that the means of knowledge conversion is relatively simple.The reason is that the comprehensive quality of government departments is uneven,and it is not able to fully mobilize the favorable factors of all sectors of society.The problem in the combination stage is that the way of combined presentation is barely used.The reason is that the government departments have less investment in the technology of knowledge management,and there is not many trainings and uses of information technology.The problems in the internalization stage are that there is not enough innovation,and various kinds of learning and training are not specialized.The reason is personal acceptance.The ability to transform knowledge is different.When performing various kinds of learning and training,if professionalism and pertinence are not strong,it is difficult to sublimate explicit knowledge into its own tacit knowledge.Based on the analysis of the problems and causes of knowledge management in the government finance department,the paper proposes countermeasures and suggestions for improving the knowledge management of government departments from the four stages of externalization,socialization,combination and internalization,with a view to improving the knowledge management of government departments.
