On The Establishment Of State Supervisory Power

Recognize the supervisory power and conduct study on it is of great significance for the reform of the national supervision system currently in progress in China.Supervisory power,as a special “power to rule power”,is rich in content,include subject and object.And it has a long history in both China and the West.Only it forms two branches under different development paths.However,with the development of modern supervision powers,the two major branches have formed a convergence of three different types of modern supervisory power,and they have demonstrated their independence,authority,and other consistent characteristics.Prior to the reform of the supervision system,the supervisory power in China could be summarized as a "troika" model.This supervisory power setup model mainly has the disadvantages of decentralized supervision power,independence of supervisory power,and lack of authority,which restricts the exercise of supervisory power.For this reason,the central government decided to carry out the reform of the supervision system and set up a national supervisory committee to exercise the power of state supervision.As a result,in China's power structure,it will increase the coverage of comprehensive,uniform and efficient,authoritative and independent supervisory power.The establishment of national monitoring power not only can improve China's ability to corruption governance,but also has the significance of realizing the optimization of the state power structure.However,the reform is still at the initial stage.To consolidate and improve the right of state supervision,it is still necessary to institutionalize the protection of the country's supervisory power in stages.
