Social crisis has existed since ancient times, inevitable to whatever social system and nationality, whether it is well-developed or backward. At present, China is in the economic and social transition period, which witnesses frequent public crises, whereas our knowledge about, understanding and control of crisis is still immature and imperfect. Hence how to enhance government's crisis management capacity, particularly in making relative policy, and keeping social affairs in order, and reducing damage to its minimum, has become the focus of our concern and study.Scientific public policy and effective operation are the basic means of government's crisis management, since crisis management, in the core, is the process of formulation, execution, supervision, and assessment of public policy. This thesis begins its study from the theory of government's crisis management and policy-making process, analyzes the operation of government's crisis management policy, and by summarizing an assessment of status quo of government's crisis management and public policy of China, it attempts to make an analysis of the present dilemma that our government is trapped in when making crisis management policy. It also gives description of and reference to the U.S. and Japanese governments'experience in making crisis management policy, and offers some advice on how to adjust and improve crisis management policy.This thesis is mainly based on the theory and methods of public policy, analyzes the government crisis management policy issues arising in the process, using comparative analysis method, that of policy issues, analysis of its causes, and then sum up the U.S. and Japanese governments' experience in making crisis management policy. On this basis, it presents some relevant policy proposals on policy formulation, implementation and evaluation mechanism, with a strong practical significance.
