From year of2000, plenty of critical public affairs come over and over again. As the formerminister of the U.S. Department of Defense says that the strategy which based on predict may nolonger be exist, instead, the critical condition management will comes up. The capability ofprocessing crucial public incidents becomes much significant than ever before on evaluating agovernment. Public policy, as the major of crucial incidents management, plays an important part ondealing with critical conditions. Based on historical reasons, reaching of formulating critical conditionmanagement policies left behind far away from the development of society in our country. Manydefects show up when solving real problems, for example the architecture of legal system isn’t strongenough, decision-making and workflow procedure isn’t such perfect and the policymakers don’t haveenough awareness.In view of these, the research provides an in-depth analysis on reasons of these problems, bylearning critical condition management policy fundamentally.
