As China's policy of reform and opening up,especially in 2012 Chinese eighteenth National Congress of the Communist Party held since China's public security organs to actively promote the scientific and standardized construction of public security team,take various measures to gradually carry out the reform,and achieved certain results in the improvement of the public security organ of human resource management and team building.But with the deepening of China's reform and opening up,China's social structure,economic structure and industrial structure adjustment pace is accelerated,the domestic and foreign anti china forces and separatist forces continues to plan and implement infiltration and sabotage activities,the situation of social security and the struggle against the enemy situation is complicated and grim,and regional politics the imbalance of economic development,strengthening the social gap between rich and poor,to the people's livelihood based social contradictions have become increasingly prominent,the negative factors induced by crime and group cases gradually increased,so that the public security organs facing more and more pressure and challenge.The enforcing environment of public security organs is becoming more and more complex,and the situation of law enforcement is becoming more and more serious.The human resources management of public security organs must face more challenges and higher requirements to adapt to the development of social situation and the reality of public security work.How to carry out effective management of human resources,the public security organs of limited police resources development and utilization,maximize the overall efficiency of public security work and the level of increase,has become an important theoretical and practical significance of the current issues faced by the public security organs.General Office of the CPC Central Committee and the general office of the State Council on February 17,2015 issued the framework of the "opinions" on deepening the reform of public security issues and related reform plan put forward the main task of deepening the comprehensive reform of the public security work,related to the reform of the people's police duties sequence become one of the core content of the reform of the management system.By combining the theory of human resource management,the theory on the basis of previous studies,based on the current status of China's police duties sequence management and problem analysis,reasons of revealing problems exist,and draw lessons from the representative countries and regions at home and abroad advanced experience and practice according to China's police duty reform sequence related work,some suggestions and measures to strengthen the.It also puts forward some suggestions and measures to strengthen the relevant work of the reform of the police post sequence in the aspects of adjusting the management system of the public security organs,implementing the reform of the people's police wage system,improving the occupational risk security system and the reform policy of the recruitment and training mechanism.I hope that this article will provide a theoretical help for the public security organs in solving the practical problems of police duty sequence in the new stage of socialist development and improving the human resource management of public security organs.
