Research On Police Reform Of Basic-level Public Security Organs

In his report to the 19th CPC National Congress,General Secretary Xi Jinping pointed out that to deepen reform comprehensively,we must uphold and improve the system of socialism with Chinese characteristics,continue to modernize China’s system and capacity for governance,and give full play to the strength of the socialist system.G City N district as a free trade zone,rapid economic development at the same time,but also brought new social contradictions,grassroots police mechanism reform,improve the efficiency of grassroots police is imminent.Since 2019,in order to optimize the business and living environment,District N of G City,as a pilot area of police mechanism reform of G City,has carried out a series of police mechanism reforms.However,there are still some deficiencies in grassroots police mechanism reform of District N,which need to be improved.,therefore,to strengthen the research of N area of grassroots police mechanism reform,the mechanism of the defects in the reform of police N area were analyzed,and puts forward some countermeasures for optimizing,help to optimize N area of grassroots police work,better solve the grass-roots public security police force is insufficient,the efficiency is not high,has the practical significance,also can further enrich the current research of grassroots police reform in our country,It has theoretical significance.This study through literature analysis,hownet academic literature in China stronger,and the data resources of ten thousand systems platform for online and offline library such as policing mechanism reform related literatures,understand the new public management,reform of policing mechanism and theory of knowledge,learn the history of the reform of policing mechanism,background and the status quo,providing theoretical basis for research.Through the method of questionnaire survey,we visited the grassroots police to understand the shortcomings of the police mechanism reform in N district of G City.Through the comparative study method,the thesis analyzes the advanced practices in the reform of the police mechanism of other cities in China and abroad,and forms a horizontal comparison with the practices of the reform of the police mechanism in N District,providing enlightenment for the reform of the police mechanism in N District,combining the actual situation of THE N district in G City,and puts forward suggestions for optimizing the reform of the police mechanism in N District in G City.Through the author’s research,it is found that in the reform of grass-roots police mechanism in N district of G City,there are shortcomings such as the division of police district is not scientific enough,the police force in police stations is still insufficient,and the popularization of grassroots police informatization is not enough.The main reasons for the above deficiencies are the single division of police district and the inflexible operation mechanism;Police force sinking strength is not enough,auxiliary police combat effectiveness is insufficient,lack of cooperation with other organizations;In the process of grassroots police informatization,"emphasis on research and development but neglect popularization",and insufficient attention to the hardware facilities of police informatization.In view of the shortcomings of the grassroots police mechanism reform in N district,the author puts forward suggestions for further improvement of the police mechanism reform in N District,such as: break through the traditional thinking and further optimize the division of police district;Increase the popularization of grassroots police informatization,increase the input of grassroots police security,update the hardware facilities of police informatization;Optimize police work in police stations,improve the combat effectiveness of auxiliary police,and strengthen social governance cooperation with other organizations.
