Research On The Transformation Of Township Government Functions Under The Strategy Of Rural Revitalization

In recent years,based on theoretical research and practical case analysis,scholars at home and abroad have formed a relatively systematic and complete theoretical framework for the operation and transformation of township government functions.China's administrative system reform has been constantly explored in practice,and gradually deepened,horizontal and vertical extension.Township governments in China have also followed the pace of reform and achieved initial results in institutional reform and functional transformation,but there is still a certain gap from the establishment of service-oriented government.Especially in the implementation of the strategy of rural revitalization,the township government is facing unprecedented new opportunities and challenges in the process of functioning,and various drawbacks of the current operating mechanism are increasingly apparent.Therefore,the township government must reposition the government functions according to the new requirements of the strategy of rural revitalization,realize the rapid transformation of government functions and improve administrative efficiency.Under the strategy of rural rejuvenation,this paper takes the transformation of township government functions as the research object,adopts the literature method and survey research methods,selects B town as an example,adheres to the problem-oriented,and finally puts forward the best solution to the problem.Firstly,the functions of villages and towns should be re-positioned according to the general requirements of the strategy of rural revitalization.The main functions are as follows: political construction function,strengthening the construction of grass-roots political power under the leadership of Party building;economic construction function,strengthening the economic development of towns by industrial integration;cultural construction function,remolding rural cultural ecology with rural culture and civilization;social management function,improving rural governance system by co-construction,co-governance and sharing;ecological construction function,building ecological and livable countryside with green development;It can promote rural harmony and stability through people's livelihood construction,and promote the integration of urban and rural development by policy supply.Secondly,it introduces the functions and changes of B town government in the process of implementing the strategy of rural revitalization,and finds and analyses the existing problems through questionnaires and visits.The main problems are: insufficient motivation and pressure for the transformation of functions of township government,unreasonable power structure and division of duties of township government,inadequate transformation and inadequate performance of functions of township government,and traditional "complete".The concept of "capable government" has brought restrictions on the transformation of township functions and insufficient institutional supply for the transformation of township government functions.Thirdly,from the aspects of economic basis,ideological concept,values,target orientation,governance ability,social autonomy and so on,the causes of the transformation of government functions in town B are analyzed.Finally,on the basis of the analysis of the causes,this paper summarizes the paths of the transformation of township government functions from the following five aspects: the reconstruction of responsibilities,the extension of the list of powers and responsibilities to grass-roots villages;strategic orientation,the shift of the focus of functions to the development of agricultural and rural areas;the advance of ideas,advocating new ideas,deepening popular sentiment and cohesing consensus;strengthening the supply of systems to ensure the transformation of government functions.It should be legalized,co-constructed,co-governed and shared,and strengthen the capacity-building of rural governance.
