Research On The Behavior Of Township Government In The Implementation Of Putian City's Rural Revitalization Strategy In Fujian Province

The report of the 19 th National Congress points out that the rural revitalization strategy is an important strategic deployment of the country,the primary task of promoting the building of a beautiful China,and the solution of fundamental problems concerning the national economy and the people's livelihood.Township governments,as key implementers of the Party and state policies,should play a leading role in thinking and planning.First,the study of this paper defines the concepts of township government,rural revitalization strategy and government behavior,and uses the theories of public management,such as the theory of government function and the theory of public products,as the theoretical support,this paper analyzes the current situation of government behavior in the process of Putian Township Government S Rural Revitalization Strategy from three aspects: Policy Making and implementation,provision of public goods,supervision and evaluation.Secondly,visiting villages and towns to conduct interviews and surveys,and to explore and analyze the problems and causes of the behavior of the township governments,in view of the township government behavior from the policy formulation and the implementation,provides the public product,the supervision appraisal three aspects to analyze the existence question,the main problems in the policy-making and implementation of township governments are policy-making and implementation are mechanical,policy-making and implementation are not equal to the needs of the masses;The problems in the provision of public goods by township governments are: insufficient supply,unbalanced supply structure,unbalanced supply and low supply efficiency;The problems in the supervision and evaluation of the township governments are that,apart from the completion of the appraisal by the higher authorities,they have not set up additional appraisal options based on the specific conditions of the town and in the light of the actual conditions of the region,lack of mass participation in evaluation mechanism,policy implementation and policy supervision are the implementation of the same main body of the government.The main causes of the problems are the unclear definition of the functions of the township government,the UNIMPROVED quality of the township government personnel,the lagging ideology of the peasants,the insufficient Financial Input,and the unsound mechanism of supervision and evaluation system.Finally,on the basis of summing up and drawing on the advanced experience of Donggang,Xishan district,Wuxi City,Jiangsu Province,and Tianhuangping town,Anji County,Zhejiang Province,the paper puts forward some suggestions and countermeasures to improve the behavior of the township governments in Putian.First,the government operation mechanism should be improved,and the construction of cadres should be strengthened to strengthen the guarantee of policy formulation and implementation,second,we will improve the quality of public goods supplied by township governments by improving the financial supply guarantee mechanism and the participation of multiple subjects,this paper optimizes the supervision and examination mechanism of township government from two aspects: optimizing the decision-making mechanism and optimizing the examination index system.
