China and Russia have different theoretical definitions in the definition of organized crime.Through the discussion on the concept of organized crime in the fields of criminal law and criminology in China and Russia,we should insist on the dual definition of the concept of organized crime.As a social negative phenomenon,organized crime in China and Russia has a long-term historical tradition.At present,the situation of Sino-Russian anti-organized criminal activities is still grim,and the organized crimes of both countries are showing a trend of legalization and enterprise,and Russian organized crime is more prominent in this respect.In terms of differences,organized crime in Russia is biased towards ethnic development,while organized crime in China is mainly focused on local development.In terms of criminal legislation,compared with China,the Russian criminal law is strict and moderate,which is conducive to cracking down on crimes and facilitating the disintegration of criminal groups.At the level of judicial practice,Russia's institutional measures in the field of combating organized crime are more sophisticated and improved than China.Therefore,Russia should learn from the two aspects of criminal legislation and judicial practice,strictly follow the criminal law network against organized crime in China,and improve specific measures to combat organized crime in order to effectively regulate organized crime.
