Research On The Prevention And Control Of Terrorism Risk In Shanghai Rail Transit

Shanghai's rail transit(include subway and light rail),as an important link of urban development,has been continuously expanding with the needs of economy and people's life since the official operation of line 1 on May 28,1993.According to the new construction plan,the total length of Shanghai's rail transit is expected to exceed 800 kilometers with more than 500 stations by the end of 2020.And on the other hand,such a huge rail transit lines has such realistic features as large daily passenger flow,relatively low level of security check,closed and narrow station,etc.,which will have more security threats from all sides.Since the 1990 s,the number of rail transit terrorist attack around the world has gradually increased,and the vulnerability of rail transit security has become prominent.As a landmark international metropolis,Shanghai is faced by the dual threat of international terrorist forces and “three forces”.Once it is attacked by the terrorist,it will cause huge casualties and negative political influence,which will have a greater impact on citizens' psychology.With the rapid increase of terrorist attack faced by rail transit,the anti-terrorism work in China faces greater threat and challenge.Therefore,it is urgent to study the terrorist risk faced by Shanghai rail transit.The basic argument of this article is that Shanghai rail transit carries the maximum mileage,which objectively constitutes the security risk to be faced,among which terrorist risk must be considered.For the terrorist risk,Shanghai has already adopted relevant measures in the aspects of system,technology and disposal force,but given the risk sources of Shanghai rail transit itself,as well as the experience and lessons of both foreign and domestic cities,Shanghai rail transit in risk prevention and control work still need to be constantly improved.This article is under the guidance of risk management theory,focuses on analyzing the terrorist risk faced by the Shanghai rail transit,which could fully recognize the importance and urgency of prevention and control work.On that basis,the current work status and characteristics of Shanghai rail transit,as well as the experiences and lessons of other cities have been combined.Leading this article focuses on the plan and practice,security check,scientific and technological strength,mass prevention and control and other practical work in risk prevention and control work.Putting forward the proposals which match the actual work,have stronger operability and have certain enlighten,which would provide a strong guarantee to the terrorist risk against Shanghai rail transit,and also have reference significance and value to the management and prevention of public security.
