Study On Social Stability Risk In Planning Phase Of Urban Rail Project

The upsurge of urban rail transit construction in China had began in the late 1990s,the risk of social stability caused by project construction that had become one of the core issues for the government and construction enterprises to be properly solved.Although the state has issued relevant documents and methods for social stability risk assessment and management of major construction projects,there are many prominent problems caused by the lack of comprehensive social stability risk management in the planning stage of urban rail projects.This paper had taken the social stability risk management of urban rail transit project planning stage as the research object,combines the actual project and project risk management theory,mainly carries out the following aspects of research:Firstly,this paper summarizes the social stability risk problems in urban rail projects,analyzes the characteristics,management and development status of the social stability risk of urban rail projects and related theories,and concludes the problems existing in the social stability risk of urban rail projects at this stage,as well as the consequences and dangers caused by these problems.Secondly,based on the particularity of urban rail transit project in the planning stage,this paper analyzes the risk factors of social stability in the whole project cycle,explores the risk assessment system of social stability in the whole process of urban rail transit project,and constructs the corresponding evaluation index system and evaluation model.Thirdly,considering the characteristics of social stability risk management in the planning stage of urban rail project,and the needs of social stability risk management in the whole project cycle,the relevant systems and systems for dealing with and controlling social stability risk in the planning stage are established to cope with and control social stability risk in the planning stage of urban rail project.Work to provide reference.Fourthly,based on the risk management mechanism system,this article taking Foshan Railway Line 9 and Line 13 as an example,the project risk assessment is carried out by combining the management practice of social stability risk in the planning stage of the project,and the risk levels of social stability before and after adopting corresponding countermeasures and control measures are compared and analyzed to further verify the feasibility of the study.The purpose of this paper is to ensure that the social stability risk of urban rail transit project can be scientifically controlled from the planning and location stage to avoid the occurrence of group incidents,so that the risk level of the project will reach the acceptablelevel and ensure the scientific and orderly construction of the project.
