Research On The Regionalization Of Party Building In Urban Old Communities

The nineteen major reports of the Communist Party of China pointed out:"the party's grass-roots organizations are the basis for ensuring the implementation of the party's line,policies and decisions.It is a valuable experience for the party to carry out every work to attach importance to grass-roots level and lay a solid foundation.Regionalized party construction is a new system of Party building proposed in response to the disintegration of the system of units and in order to better cope with changes in social structure.The regional party construction is to make the basic party construction work in the overall goal of deepening the reform,promoting the overall goal of the national governance system and the modernization of the governance capacity,in order to strengthen the function.Since the establishment of the regional party building,great progress has been made in the practice throughout the country.The research object of this article is the regional party building work of the old urban communities.In the urban residence of nearly five billion square meters of our country,the proportion of old communities is more than forty percent.The old community itself has the problems of complex population structure,weak infrastructure and lack of community resources,which make it promote the promotion of the regional party building.There are many obstacles in the process.It is difficult to realize the regional organization of the regional party building integration,the expansion of multiple subjects,and the construction of grid space,which has become one of the key and difficult points of the regional party building at the present stage.In this paper,the east ring community of Chengdu Xindu District is selected as the object of practice.As a typical old and old community,the East Ring Road community has explored the regional party construction since 2016 and based on the actual situation of the community.It has established the regional party construction work from the construction of the core of the leadership,the expansion of the participants and the project of the work.The community Party committee,as the core of the leadership and the "1+2+N" model of the regional party organization and the courtyard Party organization,has promoted the service quality,the scientific level of the party building and the social cohesion,and has formed its own characteristics.At the same time,in the process of regionalization of the party building,there are some problems in the East Ring Road community,such as the low enthusiasm of Party members in the party building activities,the difficulty of sharing the old community resources,the internal motivation to be strengthened in the member units and the single form of the regional party building projects.The main reasons are the system brand of the traditional party construction and the old community people.The public spirit still needs to be strengthened,the professionalization ability of the old community party construction team needs to be improved,and the complementary two-way service mechanism is not enough.In view of these problems,under the guidance of Marx' s theory of Party building,the theory of multi center governance and the concept of shared development of Xi Jinping,this paper draws on the practical experience of the other urban communities in the regional party building work in China,and puts forward some relevant countermeasures and suggestions from the ideological path,the organization path,the system path and the service system.We should advance the orderly development of Party building and consolidate the ruling base of the party.
