Improving The Efficiency Of The Party Building Work Of The Grass-roots Public Security Organs In The New Era

The Public Security Bureau is an important tool of the People's democratic dictatorship.In the new era,it is the historic mission of the Public Security Bureau to resolutely safeguard political security,maintain social stability and safeguard people's peace.It is the fundamental principle of the Public Security Bureau to uphold the absolute leadership of the Party over public security work.With the building of socialism with Chinese characteristics entering a new era,new changes have taken place both at home and abroad,the Party's absolute leadership over the Public Security Bureau needs to be further strengthened.Therefore,the Party building of public security organs,especially the Party building of grass-roots public security organs is particularly important.Since the 18 th National Congress of the Communist Party of China,the work of Party construction in public security organs has been greatly improved.In recent years,the academic circles have conducted in-depth research on the methods and means of strengthening the Party building work of the grass-roots Public Security Bureau,but the research on the effectiveness of the Party building work is still weak,so this paper introduces the concept of the effectiveness of the Party building,the Party organization at the grass-roots level is regarded as the subject of dynamic change to discuss the issue of the Party construction efficiency of the grass-roots public security organs in the new era.This article mainly uses the organization system theory,the Comprehensive Utilization Participation Observation method,the thorough interview method,the case analysis method and so on research method from the system construction angle of view analyzes under the new age the basic level Public Security Party construction work efficiency promotion question.This study consists of five parts.The first part is the summary of the existing research and the presentation of the problems.The second part defines the core key words such as the new era and the effectiveness of the Party building of the grass-roots public security organs,the third part uses the organization system theory to construct the analysis frame of this article,the fourth part uses the analysis frame to carry on the summary Analysis to the experience,the innovation and the insufficiency which the Basic Unit Public Security Bureau has promoted the party construction work efficiency since the 18 th National Congress,the fifth part expounds the development logic of improving the effectiveness of the Party building work of the grass-rootspublic security organs in the new era.The paper finds that the restriction of system construction on organization is the key to keep the Party organization in the new era,and the positive evaluation from the masses is the key factor for the Party organization to survive and develop.The key to improving the effectiveness of the Party building work of the grass-roots Public Security Bureau lies in the improvement of the system and the coordination of the organization.Therefore,this study provides policy suggestions for improving the effectiveness of the Party building work of the grass-roots public security organs in the future: to further update the work concept,improve the system construction,strengthen loyalty education,improve the organizational mechanism,and innovate the Party building methods,and set up the Perfect Party building work efficiency evaluation method.
