In recent decades,community development has become a persistent global hot topic.Both developed and developing contries are solving various urban problems under the guidance of community governance concept.In our country,the construction of the community must be supported and guaranteed by the work of the Party Construction in the community,and the work of the Party Construction in the community must be carried out around the community construction.Give full play to the leading core role of the Communist Party of China,coordinate all forces to form a community building force,constantly adapt to the changing situation,and organically combine the community building objectives with the people's growing for a better life.As an international metropolis,Shanghai has a superior geographical location,strong economic strength and convenient comprehensive transportation network,occupying an important position of China's main aviation hub,sitting in two major international airports Pudong and Hongqiao,with the overall aviation operation level and operation quality in the leading position in China.Due to various factors,the lack of organic connection between the aviation industry and the surrounding areas,and the lack of close connection within the aviation industry,the overall aviation operation level and operation quality of Shanghai are difficult to be continuously improved.There is a certain gap between the existing operation level and operation quality and the national strategic goal of building an interntional aviation hub and realizing Shanghai aviation hub.In order to improve the overall operation status of the two major airports in Shanghai and promote the early realization of the vision of national strategic objectives,under the background of "innovative social governance and strengthening grass-roots construction",according to the spirit of "No.1 Project" of Shanghai municipal Party committee,expand and extend to the surrounding areas based on the regional basis of Shanghai Pudong and Hongqiao International airports,adhere to the guidance of "party construction" and the written form In this way,Shanghai airport community was established,trying to take the joint construction of Party construction as the link,build a platform for community party construction and co governance,and break the administrative "barriers".This paper analyzes the practice and exploration of the innovation of community governance model led by "party building" in Shanghai airport community.Based on the practical work experience and the governance theory,through reviewing journal papers and monographs,searching and combing relevant documents and materials,conducting targeted field interviews and questionnaires,and selecting representative cases of CO Governance in the community as a case study It concludes that Shanghai airport community has the characteristics of complex population structure of community residents,diverse operation nature of community units,cross social attributes of community,and multiple management lines of community junction.From a certain point of view,the above characteristics are not only the main characteristics of Shanghai airport community,but also the internal driving factors of the establishment of Shanghai airport community.Aiming at strengthening the connection between the aviation industry and the surrounding industries,strengthening the internal connection of the aviation industry,and improving the overall aviation operation level and operation quality of Shanghai,"Shanghai airport community" came into being.In the process of promoting regional party construction and building a platform for joint party construction and governance,a series of social hot issues and community bottlenecks have been solved to win the recognition of residents,tourists and the society.At the same time,there are also some shortcomings,such as the deep influence of traditional party construction mode,the weak awareness of community individuals,the multi governance system to be improved,and the form and content of Party construction to be improved.According to the current situation of the development of Shanghai airport community,and from the perspective of governance theory,this paper puts forward the optimized path to improve the level of Party construction and joint construction in Shanghai airport community,improve the level of governance in Shanghai airport community,and realize the win-win of Party construction and community governance.
