Research On The Management Of Floating Population In Local Public Security Organs Under The Background Of New Urbanization

The development of the city requires a necessary process,through which,the most important thing is the flow of population,or,that is to say,the flow of labor force.Against such a backdrop,floating population came into being.It is the main body in the process of new urbanization in China.These floating populations gather continuously to provide services for the various trades in the city.However,at the same time,there are also a variety of problems and contradictions between their connections with the city.If these problems and contradictions cannot be resolved in a timely manner,the floating population will be unable to survive and work in the city at ease.Hence,in order to ensure the stability and harmony of society,it calls the public security organs in all localities for targeted management of the floating population.On the one hand,guarantee the due rights of these floating populations when they work in urban.On the other hand,try to secure the stability of social development through floating population management.There is no doubt that it is a long and arduous task for society to realize the effective management of floating population.It requires the combination between theory and practice and continuous research and demonstration.The paper consists of six parts:The first part is introduction.It discusses the research background and research significance of the paper.Meanwhile,it reorganizes the current study on floating population management carried out by local public security organs under the background of new urbanization at home and abroad.In this way,a theoretical foundation is established.The second part is the overview of relevant theories.It mainly includes three parts:the definition of the concept of the new urbanized floating population management,the theoretical basis for strengthening floating population management and the reasons,characteristics and social influence of floating population.The third part is the status quo of floating population management that is taken by public security organs against the new urbanization background in Baita District,Liaoyang City.Three major problems are studied here.They are the current situation,the problems and causes faced by the public security organs during their management of floating population in Baita District of Liaoyang City.The fourth part is the measures and enlightenment in strengthening the floating population management in advanced areas.Most importantly,by analysing the measures and enlightenment,it is to lay an effective foundation for the relevant theories in next part.The fifth part is the countermeasures against floating population management taken by public security organs in Baita District under the background of new urbanization.In view of the problems faced currently,the following countermeasures are put forward:to establish a standardized and efficient management system for floating population;to reinforce the management of rented housing and improve work efficiency;to strengthen law and regulation construction on floating population management;to enhance the level of floating population management comprehensively by means of science and technology and enrich the police force in the area of responsibility;to standardize the full-time team to assist the management.The sixth part is conclusion.In this part,the author summarizes the study of the paper.It is hoped that it will be helpful to the improvement of floating population management in Baita District of Liaoyang city and the further development of related strategies in China under the background of new urbanization.
