Research On Public Security Management Of Urban Floating Population

In recent years, with the rapid development of the Chinese economy and deepening of reform and opening-up, social conflicts are increasingly prominent during social transformation, and public security management of urban floating population has become a critical problem. In the social background of China’s urban-rural dual system, mass, blind and disordered population flow has resulted in the relative weakening of government management, thus adding considerable difficulty to urban public security management. Therefore, strengthening public security management of urban floating population is one of the most important component and task to promote the stable development of local social economy as well as a harmonious society. Enhancing modernization of public security management of floating population, making it transform from cracking down and management to prevention and service, and facilitating the comprehensive integration of the floating population with the guidance of people-oriented concept exerts important practical significance for further promoting people’s safety and happiness index, as well as urban beauty, stability, harmony and happiness.China’s urban floating population is a huge social group, whose formation and development has undergone a long systematic process. It has an evident impact on the economic and social benefits of the city. On the one hand, the development of a city cannot do without this important social force, the floating population, which adds to the development power and the "demographic dividend" for the city; on the other hand, some complex and long-lasting problems, the floating population’s high crime rate for example, have caused widespread concern in society and the public and have brought potential risks and challenges to the social harmony, stability and basic morals. The security and management of floating population in the city can be a prominent problem of an urgent need to effectively cope with. In the fast changing social environment, with a steady increase in floating population and a constant change in administration of public security situation, some city management department still adopt the traditional way to solve the security management problem of the floating population but lack effective governance mode and prevention and control means. Therefore, how to solve the difficult problem of public security management of floating population, and actively seek new modes of governance, ways and measures, is now a main social task, to further improve the service and management of floating population level, positively guide its positive effects on the city’s economic and social development and construction, and solve the public security dilemma of the current urban floating population management.This study specifically analyzes the current status of public security management of floating population in the City of Yuyao, surveys and studies key areas in the form of questionnaire and field research, combines the characteristics of urban floating population and management status, and probes into the difficulties and causes of public security management of urban floating population. Floating population shows typical characteristics in terms of dwelling, employment and information management. I hope to transform public security management concept and create a human-oriented management model, intensify innovation of management system and create a long-term mechanism of public security management, share the information of floating population and promote research level into public security management, and therefore providing a new mentality for public security management of urban floating population.
