New Dual Social Structure Of Chenzhou City Study On The Management Of Floating Population In The Security

After The Reform and Opening up and China’s rapid economic growth, thetraditional urban and rural social structure has experienced a significant change, and anew dual social structure had reformed，appearing the floating population of thisemerging social groups in the traditional urban and rural social structure. Floatingpopulation for the social economy development, especially the urban economic andsocial development has made a significant contribution, but yet they are appear ariousproblems in the process of city "fusion",and the floating population problem of socialsecurity is one of them. Thanks to the rapid development of economic， Chenzhou, inthe south of Hunan Province bordered with Guangxi, Guangdong, Jiangxi, and asHunan southeast "outposts", tracted a large number of the flow of population fromoutside the province. The floating population gathered bring big development forcommerce, consumer, industrial, tourism and other industries in Chenzhou, but alsobrought a rise in crime, social disorder and a series of social problems. At the sametime, in the face of employment, children education, health, social welfare and socialsecurity unfair phenomenon, the flow of population into the city can easily lead to theconflict between floating population and the Chenzhou residents, and even the laborunits and government departments, these hidden dangers of public security, has beenbrought up a great challenge for Chenzhou government management capacity. Basedon this, the study of the Floating Population in Chenzhou new dual society it will havegreat practical significance.On the basis of empirical investigation, this paper make a more detailed analysisof the floating population in Chenzhou. From the present situation of chenzhoufloating population to situation of public security management of the floatingpopulation, state is more deeply in this paper. Through to the search of loopholes inthe chenzhou city public security management of the floating population,and in theprocess of the beneficial experience from the domestic and foreign city publicsecurity management of the floating population, and the use of new socialmanagement theory, the new system, mechanisms and new model of the floatingpopulation in chenzhou city public security management are compared in exploringthe systemThis paper argues that the main problems of the current process of the FloatingPopulation in Chenzhou City, is the concept of lag coordinated division of labor poor, inadequate early warning mechanism.
