From the transformation process of the traditional model of government to the e-government model, the information construction in China has made remarkable achievements, but there are various problems which cannot be ignored. For example, one-stop service which is the core element of e-government is facing difficulties. The information are not effectively shared between departments which caused information solitary island is the reason, and also leading to great waste of information resources that have became the key factor of restricting e-government construction progress. Therefore, how to solve the sharing of information resources in e-government has become the key point, it directly affects the healthy development and effective operation of e-government as well. This article is based in this direction, by studying the sharing information in our current situation of e-government, and combined with the special case analysis. I propose that sector interests are the reason which restricts the sharing information resources, and the departmental power makes it is possible that restricting the sharing information resources, the power of sector become as the maintenance of the elements of information sharing mechanism. On this basis, I discuss the information as a carrier of power and interests balances relationship with power and interests in-depth, and conclude finally that the pattern of distribution benefits is hidden behind the information; while behind the benefits is the power structure. Information is the symbol of power, when expected to weaken the power through the practices of information sharing, it can only be met with stronger resistance from the power. Between the three elements, it constitutes a vicious cycle, leading into the trouble of sharing information resources. For the purpose of breaking the cycle structure, sharing of information resources it is not enough. It is imperative to promoting administrative reform and innovation.
