The Government's Research On Enterprise Labor Dispatch Regulations

Labor dispatch began with the pace of reform and opening up.Over the past 40 years,great changes have taken place in China.The traditional employment model can not meet the demand of production,so labor dispatch has developed rapidly in the past 40 years.At the same time,with the pace of reform and opening up accelerating,domestic and foreign enterprises have been unprecedented development,labor dispatch involves more and more fields,from the beginning of foreign-funded enterprises gradually expanded to state-owned enterprises and government agencies.As a new mode of employment,labor dispatch is characterized by the separation of labor relations.This mode can reduce the cost of employment,avoid labor risks,and increase the flexibility of employment.It is widely welcomed by enterprises,and has become one of the main purpose of employment in enterprises.Labor dispatch brings convenience as well as problems,but it is obviously not enough to solve these problems only by tripartite subjects.At this time,it is necessary for the government to regulate it.The main purpose of government regulation is to solve market failure and standardize the development of labor dispatch.To solve the contradictions caused by labor dispatch,we should aim at promoting the development of enterprises,promoting the prosperity of market economy,consolidating social stability and guaranteeing the rights and interests of labor dispatch staff.On the basis of theory,laws and regulations,this paper studies and draws lessons from the practices of government regulation of labor dispatch in developed countries,and puts forward perfect suggestions in view of the actual situation of our country.
