Research On Government Supervision Of Online Car-hailing

With the continuous advancement of information technology and the deepening of its commercial applications,the sharing economy model such as the network car has emerged.As a new form of transportation in the field of transportation,relying on Internet technology,the network car has developed rapidly.On the one hand,it meets the growing diversified travel needs of the public,reduces the public travel costs,revitalizes idle vehicle resources,and brings new employment opportunities,alleviating urban traffic congestion and inadequate public transport supply.It shows great potential in promoting innovation in trading methods,promoting business model expansion and stimulating economic growth.On the other hand,the development of the new format of the network car has also triggered a series of problems: escalation of contradictions with the traditional taxi industry,frequent security incidents,and disrupting the fair competition order in the market.These problems cannot be solved solely by the market.The government needs to adopt relevant regulatory measures to compensate for market defects,which puts higher demands on the existing government supervision system.After the promulgation of the "Interim Measures for the Administration of Network Appointment of Taxi Management Services",the network car began to have a legal status,and then the local governments began to introduce local implementation rules for the actual situation of each place,and various aspects of the regulatory measures are constantly exploring and improving.At the same time as the standardization level of the car industry is raised,problems such as safety and monopoly are leaked.This paper analyzes the problems existing in the government supervision of China's network car from the three dimensions of access conditions supervision,business behavior supervision and policy implementation effect supervision,and analyzes the causes behind the problems.Finally,by drawing on foreign experience,it forms a government agreement for China.Regulatory advice.This paper takes the government supervision of the network car as the research object.The first chapter begins with the theory and explains the related concepts and theoretical basis of the government supervision of the network car.The second chapter analyzes the value appeal of the government supervision of the network car: passengeroriented,keeping the bottom line,encouraging innovation,standardizing development,and accepting prudence.The third chapter studies the supervision of access conditions,points out that the threshold for setting the legal indicators of access conditions is too high,inhibits the innovation and development of the network car,the technical indicators are not set properly,only the hard indicators,there are security risks.The reason behind this is that the traditional management-oriented regulatory concept and the traditional administrative approval-type supervision mode have no dependence on the development of the new mode of network car.The fourth chapter studies from the aspect of business behavior supervision.Due to the rigid regulatory model and backward management tools,there is a lack of supervision,it is difficult to protect the legitimate rights and interests of all parties,and it is not conducive to maintaining a fair market competition order.The fifth chapter starts from the supervision of policy implementation effect.Due to the deviation of regulatory information and the shortage of regulatory system,government supervision has problems such as high input cost and poor output.Finally,based on the above analysis,and drawing on the experience of foreign network government car supervision,some specific suggestions for the supervision of the network car government are proposed: changing the supervision concept,transforming from traditional management thinking to innovative friendly thinking;innovating the supervision mode and building “ Government-market-society multi-coordinated collaborative supervision system;innovative supervision tools,strengthening technical supervision to improve the accuracy of supervision;strengthening the construction of credit information system;improving the supervision system and accelerating the formulation of relevant laws to adapt to the new business model of the network.
