Research On The Problems And Countermeasures In The Emergency Management Of Dalian Municipal Government

Since the beginning of this century,as Chinese society has entered the period of economic transformation,the number of public emergencies in various localities has increased year by year,which has not only seriously affected the stable development of China's economy and society.It also puts forward higher requirements for the emergency management of local governments.The ability of emergency management of local government is not only directly related to the harmonious development of society,but also the key factor affecting the level of people's trust in the government.therefore,Local governments must improve the importance and ability of emergency management.At this stage,how to do a good job of emergency management has become a major challenge for governments at all levels in China,especially local governments.Taking Dalian as the research object,this paper first combs the present situation and development course of emergency management of local government in Dalian,and takes "Dalian Xingang 7·16 Oil Pipeline explosion" as a typical case.Taking advantage of his own actual participation in the handling of the accident as an opportunity,this paper deeply analyzes the problems and deep causes of the Dalian municipal government in the emergency management of the emergency.On the basis of drawing lessons from the advanced experience of emergency management in western developed countries and the successful experience of domestic economically developed cities,this paper puts forward a series of countermeasures and suggestions that can improve the emergency management capacity of Dalian municipal government.
