For a long time,China has implemented the decentralized registration system of real estate.With the development of social economy,the drawbacks brought by decentralized registration are increasingly exposed,and a series of problems such as high administrative costs,increased false registration and the inability to effectively protect the interests of the masses have emerged.In 2013,the state clearly proposed for the first time to establish a unified registration system of real estate nationwide,which is an important measure of China's land system reform.It is of great significance in protecting the legitimate rights and interests of real estate owners,improving the efficiency and level of government governance,and maintaining the security of market transactions.However,due to the long history of decentralized registration inertia,China's unified registration of real estate since the launch of many problems,the implementation is slow.So,how to solve the obstacles of unified registration of real estate and improve the registration efficiency has attracted great attention from governments at all levels and registration institutions,and has also become a hot issue in academic research.Taking rizhao city as an example,based on the unified real estate registration on the basis of property rights theory,transaction cost theory and the change of real right theory and the effective government theory,using the method of literature,field survey and interview method,fuzzy AHP analysis-DEMATEL method,analyzes the present situation of Rizhao city and unified registration,discusses the main problems,from both macro and micro perspectives,discusses the obstacle factors of unified real estate registration,and puts forward the countermeasures and suggestions.The main research conclusions are as follows:(1)Based on the analysis of the current situation of the unified registration of real estate in Rizhao City,it is shown that the integration of registration institutions,registrars and business processes has been basically completed,a certain number of real property certificates have been issued,and a series of achievements have been achieved in data integration and system construction.However,there are still some problems,such as imperfect policies and regulations,difficulties in inter-departmental coordination,lagging information technology and registration.The shortage of professional quality of personnel and the difficulty of solving the problems left over from history are also discussed.(2)By analyzing the policy cognitive differences and registration willingness of the subjects of real estate property rights,this paper explores the obstacles to the unified registration of real estate from the micro level.The results show that 70.64% of the residents in Rizhao City supportthe unified registration policy of real estate,and their willingness to register is strong on the whole.The willingness to register is influenced by the basic characteristics of the subject of real estate property rights,the status of property rights,policy awareness and confidence and trust.(3)By constructing the fuzzy AHP-DEMATEL model,the influence relationship among obstacle factors is analyzed and the comprehensive influence degree is calculated.The results show that the most fundamental obstacles are the insufficient professional quality of registrants and the imperfect laws and regulations;the most direct obstacles are the difficulty of inter-departmental coordination,the lag of registration informatization and the obstacles of vested interest groups;the more central obstacles are the difficulty of resolving the historical legacy problems,the difficulty of inter-departmental coordination and the lag of registration supporting policies,which are the obstacles.The most important obstacles to the unified registration of movable property are: difficulties in inter-departmental coordination,imperfect laws and regulations,difficulties in resolving historical legacy problems,lagging registration supporting policies and unclear responsibilities of registration agencies,which indicate the importance of these obstacles.(4)It It is suggested to crack the obstacles to the unified registration of real estate from the following aspects and improve the unified registration system of real estate.(1)Policy and regulation level.improve laws and regulations on real estate registration,formulate local registration basis,timely promulgate registration supporting policies,and intensify the implementation of policies.(2)Organizational system level.Improve the establishment of real estate registration institutions and optimize the management and supervision mechanism of real estate registration.(3)Information technology level.Unify technical standards,accelerate data integration and establish information sharing platform.(4)Operational management level.innovate the system,effectively solve the problems left over by history,strengthen the training of registrants,improve the comprehensive quality of registrants,standardize the registration standards,and promote the standardization of operation procedures.(5)Social concept level.Respect the will of residents to register,improve the security system of registration information,consolidate the social basis of ideas,strengthen public opinion,and guide the public to correctly understand the unified registration policy of real estate.
