Registration of Real Estate Property have been scattered in different government departments due to inadequately administrative system in China, leading to serial social and administrative issues, such as the overlaps of government functions, inconsistent of registration standards, loss of the interests of holders and so on. Recently, the require of integrating the property register of hosing, forest, grassland and land right, which involved with the identity of registration unites, registration books, basis and information platform, have been claimed by the Chinese State Council in the recently-issued document of The plan of institutional reform and the functional transformation of the State Council explicitly. Meanwhile, as the enforcement of The provisional regulations on real estate registration at March 1, 2015, there is an urgent need to establish researches on the implementation of the unified real estate registration(RER) in China. Based on the fundamental role of land unit, the objective of this thesis are:proposing an opinion that property right agent is the RER unite; developing a new coding system for real estate unites, evaluating the approach of basic data integration and discussing the construction of a unified RER information platform.Therefore, this thesis mainly focused on the following research problems:(1) Understanding the current registration of real Estate property systems in China by systematically analyzing of existing laws and regulations related to RER, such as, "provisional regulations on real estate registration", "property law", "land management law", "rural land contract law", "urban real estate management law’ "forest law " and "grassland low ", "security law " and so on.(2) Studying the methods of dividing and encoding system of real estate units.. Through analyzing the basic register unit of current land, houses, forest, grassland, water bold and other kinds of real estate, we proposed that RER unit is the basic unit of the objects of property rights. Meanwhile, as the traditionally two-dimensional plane method was unable to meet the demand of modern registration, a newly three-dimensional cadaster was introduced as a new RER unit in this study. Finally, after fully analyzing existing coding approaches of land and building, this thesis presented a different coding method which taken the parcel code as the core of encoding system.(3) Establishing a Data-integrated model based on tasks collaboration to solve the problem that various standards of RER basic data were presented in different types of RER. Also, based on the status of RER in the informatization of land and resources, detailed components of RER system, such as system model, system framework construction, construction content and so on, were illustrated in this study.(4) Finally, a "Xuzhou model" was proposed as an example of exploring the implement of unified RER in China. This model has been tested and well performed in Xuzhou city including its administrative structures and platform construction experiences.
