Research On China's Aid To Southeast Asia From The Perspective Of The "Belt And Road"

Since the founding of New China,China's aid to Southeast Asia has been nearly70 years.The launch of the “One Belt One Road” initiative marks that China's aid to Southeast Asia is entering a new period.China's aid to Southeast Asia which under the “One Belt One Road” not only emphasizes the economic interest but also the strategic significance.The main ways of China's aid to Southeast Asia under the “Belt and Road Initiative” include complete project assistance,emergency humanitarian assistance,technical cooperation,human resource development cooperation and so on.Among these ways,complete project,human resource cooperation and technical cooperation are gradually increasing.And China's aid to Southeast Asia has yielded fruitful results.China's aid to Southeast Asia has following characteristics: the interaction between China and Southeast Asia countries,not limited to financial assistance and diversified the ways of assistance,increased participation of civil society organizations,teach people to fish,emphasize the sustainable development and so on.During the nearly 70 years of assistance,China has achieved fruitful results in aid to Southeast Asia.Strengthened cooperation with ASEAN in poverty reduction,develop the five links well,trade promotion assistance and investment have yielded fruitful results,combating the drug trade in Southeast Asia effectively,maintaining China's peripheral stability,promote the economic development.China's assistance to Southeast Asia under the “Belt and Road Initiative” is mainly affected by two factors: The first is that due to the influence of international factors,Southeast Asia is one of the major regions of the power game of big powers.The strategies of major powers in Southeast Asia will affect China's aid policy to Southeast Asia.The second is the internal factors of Southeast Asian countries.ASEAN,which is composed of Southeast Asian countries,has not reached consensus in many aspects.In particular,it does not form a unified understanding of how to participate in the “Belt and Road”,so it will also affect China's aid policy to Southeast Asia.Although China has fruitful assistance to Southeast Asia,there are still some problems: China's foreign aid system needs further improvement,lack oftargeted country policy guidance,and low participation of non-governmental organizations and civil organizations.In response to these problems,the Chinese government can make targeted improvements.Promote domestic legislative work on foreign aid,improve foreign aid policies,management and evaluation mechanisms,improve transparency of foreign aid,actively promote through mainstream media,strengthen cooperation with multilateral organizations,establish China's leading position in Southeast Asia,and strengthen Training staff of aid projects to establish a harmonious relationship between the nation and people.The proposal of "one belt and one road" also brings opportunities and challenges to China's assistance to Southeast Asia,and China can make strategic adjustments from three aspect: countries,policies and fields to cope with the new opportunities and challenges.
