Study On The Optimization Of Government Functions In Rural Tourism Development

As our country enters a new era of socialism with Chinese characteristics,the main social contradiction has been transformed into a contradiction between the people's growing need for a better life and unbalanced and inadequate development.Tourism,as an industry that serves people's good life in material and spiritual life,has developed vigorously in recent years,and its service forms have become increasingly diversified.There are obvious trends in individualized and diversified forms such as rural tours,parent-child tours,and self-driving tours.They meet the needs of different tourists.Among them,rural tourism with the theme of rural fun is more popular among tourists.Tourism resources are essentially a kind of public resources,involving the allocation and use of public resources by public management departments.On one hand,the development of rural tourism relies on the government's leadership and promotion.On the other hand,it is also a challenge and test to the modernization of the government's governance system and governance capabilities.Only under the joint operation of the government and the market can the rural tourism industry function well.Taking the opportunity of constructing rural villages,Kunshan City in Jiangsu Province has developed rural tourism projects with Jiangnan characteristics,such as Qizhuang Xiangcun in Zhouzhuang,Zhudian Ancient Kiln Cultural Park in Jinxi,and Jijiadun New Rural Life Co-creation Cluster.The development of rural tourism has played an important role in improving the local rural living environment,providing leisure and relaxation places for tourists,and driving farmers to become rich and increase income.It has become an important driving force for accelerating the construction of beautiful rural areas and boosting rural revitalization strategies.This article uses government function theory,public product theory,and service-oriented government theory as analytical tools,and uses literature research methods,comparative research methods,interview methods and other research methods to analyze the implementation of local government functions in the development of rural tourism in Kunshan City.The study found that the relevant government departments of Kunshan City have exercised macro-control,market regulation,and public service functions in the development of rural tourism,and the process of their function exercise reflects the characteristics of effectiveness,coordination,complexity,service,and compulsion.In the process of developing rural tourism,the relevant government departments in Kunshan are also faced with the problems of untimely conversion of the focus of function exercise,insufficient structure of function exercise,and insufficient function exercise method.These problems are mainly caused by the lagging concept of the transformation of government functions,the insufficient management system,the inadequacy of function implementation methods to meet the needs of service-oriented government construction,and the insufficient depth of service awareness." Drawing on the advanced experience of other local governments at home and abroad in promoting the development of rural tourism,this article believes that the concept of function performance shall be further changed,the awareness of scientific administration shall be improved,the focus of function shall be changed,public service functions shall be strengthened,function performance structure optimized,and overall planning shall be fully utilized Coordinating functions,improving the way of functioning,and innovating the operating mechanism are important choices for the Kunshan Municipal Government to optimize the path of functioning in the development of rural tourism.
