Since the reform and opening-up,the development of Chinese NGOs has experienced a stage from the establishment of organizations to the scale development and then to the expansion of activities.Great success has been achieved.The government also attaches great importance to the positive role of NGOs in the national governance system and sets high expectations for them.However,while NGOs themselves have achieved results,they still have problems in low professional quality,inadequate internal governance,weak independent operational capabilities,low social credibility,and weak ability to raise and integrate social resources.Based on these problems,Government's Purchasing Service has become an effective way to drive the optimization and development of NGOs.In practice,some places have promoted the development of NGOs through purchasing services.In other places,NGOs have suffered some negative effects in undertaking Government's Purchasing Service.Therefore,it has become an important topic to explore the feasibility of this policy and relevant approaches.By analyzing relevant cases,this paper aims to study the relationship between Government's Purchasing Service and NGO optimization,clarify the logical links existing therein,and improve relevant domestic researches.At the same time,through empirical research and analysis the paper aims to verify the feasibility of Government's Purchasing Service to promote the development of NGO optimization,explore the problems in the implementation and provide a valuable reference for the improvement of follow-up policies.By means of literature research and case analysis,this paper starts with the basic concepts of NGO and Government's Purchasing Service.Focusing on the public management theories such as voluntary failure,resource dependence and collaborative governance,the paper first discusses the necessity of government-purchasing service-driven NGOs development.Secondly,it demonstrates the internal logic between the Government's Purchasing Service and the optimization and development of NGOs.It also verifies and analyzes the empirical case of M district in Jinan city in which the Government's Purchasing Service drives the optimization and improvement of NGOs.After that,starting from the three aspects of implementation motivation,implementation process and implementation effect,this paper analyzes the obstacles which are faced by the Government's Purchasing Service in driving the optimization and development of NGOs,and on this basis,this paper explores the sustainable path for the Government's Purchasing Service to drive the optimization and improvement of NGOs.The research shows that the necessity government-purchasing service-driven NGO development includes three aspects: the urgent need for the change of governance mode,the specific demands in government governance,and the realistic requirements for the development of NGOs themselves.Government's Purchasing Service can drive NGOs to improve their financial situation,enhance their professional capabilities,improve internal management,enhance their influence and credibility from the aspects of capital injection,competition,evaluation mechanism and incentive training mechanism,brand promotion,etc.Whereas it also faces problems of insufficient strength,unreasonable government funding for purchasing services,opportunistic tendencies in Government's Purchasing Service,and NGOs' organizational operations,homogenization ofcapacity building,and inefficient service provision,mainly due to the lack of motivation for NGOs to purchasing service,the lack of scientific regulation of Government's Purchasing Service,the mismatch between public bidding and government demands,and the unequal relationship between government and NGOs.In response to these problems,this paper believes that first,we should strengthen the hard constraint of purchasing service to promote the government to buy services,so as to optimize and expand the development space of NGOs.Second,the government should improve the regulation of funds for purchasing service to guarantee the income of NGOs,so as to improve the fund situation of NGOs.Third,we should optimize the bidding mechanism to give consideration to fairness and efficiency,so as to protect and promote the participation of NGOs.Fourth,it is necessary for the government to establish a peer-to-peer relationship with NGOs in Government's Purchasing Service,so as to enhance the autonomy of NGOs in their development.
