The Research Of The Models Of Government Purchasing Services For The Aging At Home And Its Optimization

With the improvement of medical conditions and living quality, life expectancy in China showed a trend of rising generally. At the same time, due to the practice of family planning, the growth speed of young population is far lower than the growth speed of aging population, so the aging problem becomes a serious social problem. For this social problem, many local governments have made the corresponding effort and exploration. In such a context, the government purchasing services for aging at home as a new way of providing public services has appeared.This dissertation firstly elaborates the relevant conceptions, it points out that government purchasing services for aging at home is a kind of behavior that government purchasing services for aging at home from non-governmental organizations by direct grants or public bidding. And then it from four aspects such as the governing philosophy changed of government, the development of social organizations, the improvement of the community’s function, and the change of the family structure analyze the realization conditions of government purchase services for the aging at home. Then, this dissertation divides the three models of government purchasing public services and makes a detailed analysis of the meaning and characteristic of every model with three actual cases from the public service buyer, producer, consumer, program of purchase, the specific content, sources of funds and assessment mechanism. It also analyses the achievements and the problems of the three models. And then, it puts forward the metric system of the models. Accord to the metric system and the above actual cases, it makes a comparison of the three models. And draw a conclusion that the contractual purchasing model is the ideal model of government purchasing public services.At present, the ideal model of purchasing services for the aging at home which is called contractual purchasing model doesn’t exist in practice in our country. Therefore, this dissertation proposes the optimize the model of government purchasing services for the aging at home from strengthening the specification of government purchasing public service, establishing information platform, promoting the development of social organizations, establishing reasonable supervision mechanism and so on.This is in order to achieve the fair and efficient cooperation between the government and the social organizations, as well as improve the quality of services for the aging at home which is government provided, and reduce the cost of providing the services for aging at home. At the same time, it will promote the development of the social organizations directly or indirectly. Finally, to realize the target of meet the diversified needs of public continuously.
