Study On The Problems And Countermeasures Of Bazhong Municipal Government Purchasing Public Service

With the economic and social development,the government purchase of public services has become an urgent requirement for the transformation of government functions,as well as an inevitable choice for deepening the reform of the system and building a service-oriented government,and an important means for the government to innovate the public service supply mechanism.This paper chooses the development of the purchase of public services by the Bazhong municipal government as the object of study,combining the development of public services that China attaches great importance to and the revitalization and development of the old revolutionary base areas of Sichuan and Shanxi.On the one hand,affected by history,geography and other factors,the level of public services in the old revolutionary base areas is generally low,and there is a big gap with the developed eastern coastal areas.Therefore,the public service capacity of the old revolutionary base areas in Sichuan and Shanxi is in urgent need of improvement and strengthening,which is also one of the urgent problems to be solved in the revitalization and development of the old revolutionary base areas.On the other hand,Bazhong City is the core city of Sichuan-Shanxi old revolutionary base area,which is representative to a certain extent.Using the theory of central governance and the theory of service-oriented government,this paper studies the problems and countermeasures of the purchase of public services by the Bazhong municipal government from the perspectives of the government,the market and the public to jointly construct the public service supply mechanism with multiple subjects,and from the people-oriented and public demand-oriented perspectives.By using the methods of literature research,case analysis,questionnaire and interview,the current situation analysis focuses on the investigation of purchase policies,contents,processes and undertaking subjects,surveys the public awareness and satisfaction,understands the views of the staff of relevant government departments,and summarizes the experience and practice of successful cases.On this basis,the specific problems and limiting factors arefound,and the corresponding improvement countermeasures are explored.It is expected that Bazhong City will form a public service purchase system based on the needs of the public,with diversified participation of the government,social forces and the public and complete supporting systems.And will move faster to build a service-oriented government and further improve public services.
