Research On Land Law Enforcement And Supervision In Linshu County

As Joe Peel said,The land is bred,and the land is finally returned to the earth.We are born on the land and become part of the land after death.Joe Peel's maxim vividly illustrates the role of land in human parenting.People cultivate on the land available for cultivation,and the food produced feeds us human beings.With the continuous development of the social economy,the demand for land for various industrial projects has been increasing,but the total amount of land resources is limited.It is difficult to meet industrial demand in the case of meeting food output,resulting in a prominent contradiction between land supply and demand.In order to ensure that the total number of cultivated land in the country does not decrease,the state has issued a policy that requires all localities to strictly follow the balance of occupation and compensation policy in land use approval,that is,each land occupied by construction land will need to be replenished by reclamation of wasteland and floodplain.Cultivated land,thus achieving a dynamic balance of the total amount of cultivated land as a whole.The illegal activities of various types of land often avoid the approval procedures,which makes the cultivated land in the region unable to reach the balance of occupation and compensation,resulting in a downward trend in the actual amount of cultivated land.Therefore,it is imperative to crack down on various types of land violations in accordance with the law.The basic duty of land law enforcement supervision is to protect land resources and maintain normal land use order,thus protecting the country's food security.This paper starts with the concept of land violations,expounds the concept,types and harms of land violations,and then introduces the main contents of land law enforcement supervision from the perspectives of concept,content object and purpose,and through the supervision of land law enforcement in L County.The background and the operation of the law enforcement supervision system are deeply analyzed,and the difficulties and problems of the four major aspects of the land supervision and law enforcement at the village level,the lack of means of suppression,the deviation of policy orientation,and the uncoordinated internal mechanism are summarized.The reasons were analyzed one by one,and four reasons were cited: serious government intervention,weak law enforcement power,economic growth impact,and lags in laws and regulations.According to the reasons behind the problem,this paper proposes that the unified organization implements three-line management,creates a seamless connection between the two law enforcement teams,strengthens the law enforcement and monitoring momentum with external forces,improves the mechanism to build a law enforcement pattern for all employees,implements the common responsibility of land illegality,and improves the illegal management of land.Relevant policies and other countermeasures.I hope to provide a reference for improving the effectiveness of land law enforcement monitoring.
