Research On Long-term Care Insurance For The Elderly In Jiangsu Province

Population aging is a major social problem facing the world at present.With the acceleration of population aging and the miniaturization of family structure in China,it brings not only great economic pressure to the family,but also great risks and hidden dangers to the society.After the "13th five-year plan",the state put forward the requirement of planning the construction of the pension system,and stipulated that 15 cities nationwide launch the pilot of long-term care insurance,including Nantong and Suzhou in Jiangsu Province.As an economically developed province with a high degree of aging,Jiangsu province actively explores and improves long-term care insurance for the elderly,which is an important measure to deal with the problem of population aging,and also a necessary way of promoting the reform and innovation of elderly care service.This paper takes Jiangsu as the research area,and selects three pilot cities——Suzhou,Nantong and Xuzhou——as models for policy and practice analysis.It then further elaborats the problems of the long-term care insurance in practice,and sorts out the causes of the problems.By referring to the experience of Japan,Germany and other developed countries,and combining it with the practical experience of long-term care insurance in some pilot areas with Chinese characteristics,this paper obtains relevant enlightenment and finally proposes specific solutions.It is hopeful that Jiangsu province will take the lead in exploring the establishment of a unified long-term care insurance system to provide reference for the overall implementation of thie system in China.
