| Government performance management refers to the comprehensive evaluation of the efficiency,benefit,effect and satisfaction of public goods and public services arising from the performance of the Government’s duties by using scientific methods,standards and procedures,on the basis of which the improvement and improvement of government performance are promoted.In recent years,China’s economic and social development has been faster,and has made remarkable achievements.But at the same time,the rapid economic development has put forward higher requirements for government performance management.How to strengthen government performance management,innovate administrative management methods,improve government credibility and execution ability,so as to improve work efficiency,has become Issues of general concern to the Government.At present,the research work of government performance management in China is in its infancy,and there is a certain gap with the developed countries abroad,in order to improve the level of government performance management and enhance the work efficiency,it is necessary to study and solve the new situation and new problems facing the government performance management in the new era.A city as a county people’s government,is the specific executor of national policy,directly facing the most basic masses,the efficiency of county-level government is directly related to the vital interests of the masses,the most direct reflection of the quality of government image and credibility.It is very meaningful to carry out research on government performance management in county-level cities.Taking the performance management of county-level municipal government as the research object,this paper expounds the background and significance of the topic selection,introduces the research methods used,analyzes the current research situation at home and abroad,expounds the related concepts of government performance management,and introduces the city A performance management theory and its six components.through empirical analysis to study the basic situation of performance management in a city,under the guidance of city A’s performance management theory,from the performance management process,this paper analyzes the problems existing in the performance management of county-level government and probes into the reasons for its existing problems,and puts forward the "six-bit one" government performance management model,from the goal setting,Plan decomposition,level four execution,internal and external evaluation,results feedback,spin improvement six links this paper probes into the ways to improve the performance management method of county government,and analyzes and summarizes the examples of the performance management of a municipal government,and further puts forward some countermeasures and suggestions for perfecting the performance management process of county level governments.This paper proves that it is feasible to apply Agis performance management theory to the performance management research of local governments in China,and extends the applicability of Agis performance management theory based on enterprise performance management.At the same time,through the optimization of the performance management process of the city A,the suggestions for improving the performance management system of the County-level municipal governments are put forward.Since the A city government has a certain representation in the local government,the research conclusions are applicable to other local governments with similar conditions.It has a certain reference significance to the performance management of the county level government of Henan Province. |
