Research On The Status Quo And Optimization Of Government Performance Management In S County, Shaanxi Province

In recent years,with service-oriented government known to all,our government is positive to become a service-oriented government from a regulated one.And the focus of our government performance management has changed to some extent from focusing only on economic development to focusing on people's livelihood.It actively improves the development and research about performance management with scientific idea.While a government in county level is usually facing our citizens directly,and its management and service ability affect our people's confidence on our government.Performance management of a county-level government helps to analyze the effect in providing services and completing affairs.Therefore,it is easy to find that studying on it is important.The government of S has completed many jobs about government performance management actively based on its situation,which is a prime and useful example of many practices in performance management at the county level.This paper uses government performance management of S to be a research object with literature research and other methods.By the study on the working condition of S with its performance management and with the process of discovering,analyzing,solving problems,it discusses problems in S county and makes efforts to find causes.Meanwhile,on the basis of studying on the practice and rich experience of some cities about performance management,it suggests some useful ideas and optimization ways about government performance management in S.With the introduction of the situation and effectiveness in S,it finds that there are three main problems in the government performance management:lay particular stress on short-term goals and the lack of using the corresponding information system,the system and the understanding in S county's government performance management is insufficient,the condition for the public to participate is limited and relative weights of evaluation is not high.The reasons are analyzed:the objective environment and conditions lead to the excessive choice of short-term goals,the lack of service awareness and the assessment is emphasized in practice while the other links are not,and the willingness and conditions of participation are insufficient.By learning from the wonderful and useful performance management experience of Fairfax County in the United States and Shijingshan,Chuanshan,Qinnan in China,solutions and optimization suggestions about government performance management of S county are suggested:link strategic planning with performance management and establish information system,establish the related systems about the performance management and improve the understanding of performance management,increase the participation of the public in the performance management and improve it further.
