Applied Research On The Combination Of Mass Work And Social Work In The Management Of Floating Population In Urban Communities

With the deepening of the reform and opening up and the rapid development of market economy,greatly speed up the process of urbanization,a large number of floating population pouring into the city,to the urban construction at the same time also brought challenges to city managers,community as bearing the floating population's basic living unit,is an important platform of management of the floating population.ShenZhen adopts the mode of "government-led and social operation" to embed social work into urban community management affairs through government purchase of services,realizing the combination of mass work and social work to jointly manage the floating population.Mass work is the basic working method for the management of floating population in urban communities.It can mobilize the masses extensively,resolve conflicts and disputes,and maintain community stability.The use of professional social work method makes when social workers to participate in the management of the floating population,on demand of the floating population design services,satisfy the individualized requirements of the floating population,accurate to provide services,fully integrating community resources,but also there is a limited service object,to expand the service content,service enthusiasm by restriction.Based on the case analysis of the party and mass service center of X community in ShenZhen,this paper discusses the specific application and effect of the combination of mass work and social work,and puts forward the improvement strategies of the two.This paper is divided into three parts.The first part is the introduction,which elaborates the research background and significance of this paper,sorts out the literature on the management of floating population in mass work and social work,defines relevant concepts,research objectives,contents,methods and innovations.Secondly,the application,effectiveness and limitation of mass work and social work in the management of floating population in urban communities are respectively expounded.Thirdly,the combination of mass work and social work is theoretically analyzed,and the combination points and advantages of the two are analyzed.Theory combined with practice,with X community of shenzhen as an example,analysis the main content of the X community floating population management,housing,employment,security,children education,social integration and so on five aspects,this paper X community mass work and social work in theapplication of floating population management,the combination of the mass work and social work from the case in the effective management of the floating population and puts forward some countermeasures to perfect and promote more effective combination of both at the same time hope that based on service center between the floating population management service model can be extended to all parts of the country.
