Research On The Transformation Of Reproductive Service Functions Of Township Government Under The Background Of The "comprehensive Two-child" Policy

On January 1,2016,China officially implemented the "All-round two-child" policy.The township government is the end of state power,the direct implementer of the family planning policy,and the key link in the implementation of relevant policies.The implementation of the "All-round two-child" policy has brought many challenges to the family planning work of the township government.In the past,the work ideas and methods have no longer been able to continue to adapt to the specific work in the new context of the current stage.The township government needs to change in time.Government functions,keep pace with the times.Therefore,for the township government's family planning department,with the adjustment of the family planning policy,reorganize and clarify its own functional responsibilities,and shift the focus of family planning work to full-service as soon as possible,not only to continue to implement family planning for the past 30 years.A generation of people to do a good job,but also to serve the implementation of the current and future birth policy,the functions of the family planning department will be transformed from past management to future services.This paper,through the evolution of China's family planning policy and the analysis of a large number of domestic and foreign literature on fertility policies and government functions,Taking D town in the north of Guangdong province as an example,and gives birth to the township government's fertility service under the background of "All-round two-child" policy.Functional changes are studied.The article firstly sorts out the management process of family planning services in China and the government functions in previous policy changes.Secondly,in-depth analysis of the current family planning work in D Town and the transformation of the government's maternity service function.Find out the main problems facing the transformation of the maternity service function of the D town government are: heavy work and insufficient funding,incomplete system,insufficient understanding of the transformation of the maternity service function,illegal childbirth punishment is still a difficult problem,and the full-time work force construction of maternity service needs to be Strengthen and so on.Thirdly,through analyzing the problems one by one,we have deeply analyzed the deep reasons for the difficulties facing the transformation of government functions in D town.This includes the lack of reproductive policy propaganda,the conflicts brought about by the alternation of old and new policies,the persistence of social instability,the prejudice of the masses on the work ofreproductive services,and the mismatch between financial power and power.Finally,combined with the above-mentioned problems and reasons,put forward a series of countermeasures and suggestions to promote the transformation of the reproductive service function of the D town government,including improving the smooth channels of the birth policy,strengthening direct contact with the masses,strengthening the construction of the reproductive service cadre team,and strengthening the awareness of grassroots services.Five suggestions for improving the level of serving the masses,increasing publicity and education,improving quality services,and increasing financial input to guarantee funding for grassroots reproductive services.I hope that these suggestions can innovate and improve the service level of townships and towns,and promote the transformation of the reproductive services function of township governments.
