Research On The Role Of Public Policy In Response To Citizens' Wishes And Media Regulation

The expression of public will and the construction of government response mechanism are two aspects of democratic politics.They are also the core issues in the current modernization of China's national governance system and governance capacity.Timely,active and effective government response is an essential element and an important consideration standard for citizen participation.The shortage of government response mechanism constitutes the main restrictive condition for improving the level of citizen participation in China,and it is also a restrictive factor affecting the credibility of the government and social harmony and stability.In addition,with the development of the Internet,the media plays an increasingly important role in the field of public governance.While guiding public participation,it greatly promotes the openness and transparency of public policies and further promotes the development of democratic politics.Therefore,from the perspective of the conflict between public will and government policy,it is of great significance to study the construction of government response mechanism in the process of citizen participation in order to realize the transformation of government function model from control-oriented to governance-oriented.In view of this,this paper takes the conflict between public will and government policy as the breakthrough point,and takes the admission quota policy of college entrance examination as an example,aiming at providing a new path choice for the improvement of the effectiveness of citizen participation and further development of democratic politics in China from the perspective of effective construction of government response mechanism under the role of media regulation.From the perspective of the analysis framework,this paper starts with the conflict between public will and government policy,and then deeply analyses the specific reasons for the conflict.At the same time,it introduces in detail the moderating effect of the media on the conflict.By introducing the quota policy of college entrance examination as a case,it analyses the expression of public will,the response of government policy and how the moderating role of the media can play.On this basis,it summarizes the specific practical problems of the conflict between public will and government policy in China,and accordingly puts forward countermeasures and suggestions for the construction of government response mechanism in the process of public will expression in China from these three aspects.The main findings of this study are as follows:Firstly,when the public will and public policy preferences are different,the influence of public will on public policy changes is not significant.Secondly,the media,especially the academic media,can regulate the conflict between public will and public policy.Thirdly,in the face of the conflict between public will and public policy,the government should constantly improve the response mechanism,strengthen public participation,and play the role of the media to actively promote the development of social democracy in China.
