With the aging of the population and the aging problem,the issue of old-age care has gradually become a hot topic of concern to all sectors of society.The report of the 19 th National Congress of the Communist Party of China puts forward the issue of “actively responding to the aging of the population and building a policy system and society for the elderly,the elderly,the old and the elderly.The environment,promote the combination of medical care,accelerate the development of old age and industrial development.At the same time,pension planning is also the key to the elderly's pension.The old-age plan is the expectation of the elderly for the current and future pensions in the old-age economy,life care,old-age living and spiritual and cultural life,and finally realize the old-age support for the elderly.Therefore,the formulation of a reasonable pension plan plays an important role in dealing with the elderly care problem of urban and rural elderly.Government agencies have formulated plans for pensions from a macro perspective.Research on the old-age planning and influencing factors of urban and rural elderly can not only further improve policy measures,but also greatly improve the living standards of urban and rural elderly and improve the current living conditions.This paper mainly studies the urban and rural elderly people over 60 years old in the data of the 2016 China Senior Social Tracing Survey,and explains the concept of old-age care planning for urban and rural elderly.Through the analysis of the survey data and case interview data,an empirical study on the old-age care plan for urban and rural elderly is carried out,and the current situation of urban and rural elderly pension planning is analyzed,and the urban-rural differences are compared,and the influencing factors of urban and rural elderly pension planning are discussed.In order to break through the predicament of urban and rural elderly pension planning.The full text is divided into six parts.The first part is the introduction,which mainly includes the purpose and significance of the research,literature review,research content and ideas.The second part is the basic concept and theoretical basis of the research.The third part is about the current situation and differences of the old-age pension planning between urban and rural areas,mainly from four aspects: pension planning,life care planning,old-age economic planning and spiritual and cultural life planning.The study found that the choices for urban and rural elderly living and living planning are mostly their own homes or children's homes,but the proportion of urban elderly who choose to support their own families and old-age care institutions is higher than that of rural elderly,and the elderly who choose to live in their children's homes are aged.People are lower than the rural elderly;urban and rural elderly life care planning is mostly child care or the government,children and society share the responsibility of care,the rural elderly who choose their children to take care of life are higher than the urban elderly,but choose other The proportion of urban elderly in the way of life care is higher than that of rural elderly;the response rate of urban elderly's old-age economic planning is higher than that of rural elderly;urban elderly spiritual and cultural life planning is better than rural elderly.The fourth part analyzes the influencing factors of urban and rural elderly pension planning,and analyzes individual factors and economic conditions from the perspective of urban elderly and rural elderly.The study found that economic income,physical health and other aspects have a significant impact on urban and rural elderly pension planning.At the same time,the comparison of the influencing factors of urban and rural elderly pension planning shows that there are significant differences in the influencing factors between urban elderly and rural elderly.For example,economic income has a significant impact on urban elderly pension planning,and marital status has a significant impact on rural elderly pension planning.The fifth part is conclusions and recommendations.The sixth part is the shortcomings and prospects.
