Research On A New Type Of Cybercrime Linkage Governance Mechanism

General Secretary Xi Jinping clearly pointed out in the report of the Nineteenth Party Congress that "we should strengthen the construction of Internet content,establish a comprehensive network governance system,and create a clear network space".With the continuous development of Internet technology and the rapid expansion of cyberspace,cyberspace has become a platform for criminals to seek illegal interests,and the governance of cybercrime has also become an important goal of maintaining national and social stability.There are many new means of cybercrime.The governance of new cybercrime requires the joint participation of the state,society and citizens,and the joint efforts of all sectors of society and close cooperation in many aspects.Through a deep interpretation of the concept and constitution of cybercrime,this study analyzed and summarized the characteristics of cybercrime,namely,intellectualization of technology,younger age of subject,regionalization of means,diversification of objectives and difficulty of litigation,which further deepened the understanding of cybercrime.This paper analyses and interprets the means of new-type cybercrime,excavates the reasons for the frequent occurrence of cybercrime,and summarizes the existing problems in legislation,judicature and society through the research on the current situation of the governance of new-type cybercrime in China.Combined with the experience of the United States,Britain,Germany,Japan and other countries in the prevention and control of cybercrime,this paper extracts the beneficial enlightenment to our country.Through the combination of legislative prevention and control,judicial prevention and control,management prevention and control,technical prevention and control and social prevention and control,in view of the difficulties encountered in the fight against cybercrime,respectively,put forward more detailed countermeasures.Specifically,by strengthening the legislation of personal information protection and optimizing the personal information "firewall" to prevent the leakage of personal information,we can cut off the information channels of cybercrime from the source.By optimizing computer network security technology,identity authentication technology and other measures,the technical cost of cyber crime can be increased,and the occurrence of cyber crime can be reduced.These prevention and control measures are feasible and innovative,and have a certain practical significance for the governance of new network crime.Cyber crime has penetrated into all fields of society.Faced with the changing means of crime,the same as social governance,and the changing and developing new cyber crime,we must adapt to the changes of social environment,cyber environment and forms of crime,carry out targeted governance of all aspects of crime,take multiple measures and coordinate efforts to give full play to the government,enterprises and social organizations.The characteristics and functions of the network crime prevention and control system,which is jointly participated by all sectors of society,have been established.
