Research On Letters And Visits Related To Law And Litigation In W City

As a special way and means to understand public opinion,express appeals,resolve disputes and participate in politics,the complaints involving law and litigation letters and visits play the role of social "Voltage Reducer" in China,but with the development of social-economic,various contradictions and conflicts have intensified,problems in the law-related and litigation-related complaints have gradually emerged.For this reason,the reform of the law-related complaints by The 18 th Party Congress has been included in the first batch of key reform projects.The W City has actively promoted the work of handling complaints involving law and litigation by letters and visits,handled and solved a number of questions concerning complaints involving law and litigation by letters and visits.However,the total number of these complaints is still running at a high level,and difficulties and contradictions in the work of handling complaints involving law and litigation by letters and visits are still prominent.Some issues of the complaints involving law and litigation by letters and visits need to be solved and improved.On the basis of introducing the concept,development process and function of complaints involving law and litigation by letters and visits in China,this paper introduces the basic situation,main practices and results of the work of handling complaints involving law and litigation by letters and visits in W City by means of literature research and number analysis.The paper mainly summarizes the characteristics of W City's law-related and litigation-related complaints by letters and visits,that is,the proportion of law-related and litigation-related complaints in the total number of general complaints by letters and visits is relatively large,the content of complaints by letters and visits is diversified,the main features are relatively prominent,and the tendency of "believing superior departments or not" is obvious.The characteristics of repeated visits are more obvious and driven by benefits.On the basis of the present situation,we have concluded that there are four outstanding problems,that is,the law enforcement and justice in the work of handling law-related and litigation-related complaints by letters and visits are not standardized,the acceptance of letters and visits related to law and litigation is not smooth,the pestering visits behaviour is serious,enforcement oversight isn't enough.This article analyzes the causes of law-related and litigation-related complaints by letters and visits in W City from five aspects: the construction of law enforcement and judicial standardization,the ways of handling of law-related and litigation-related complaints by letters and visits,the person who is involved in the law-related complaints by letters and visits,supervision and accountability,institutional and environmental impacts.In view of the existing problems and reasons,based on the actual situation,this paper gives the methods and steps to solve the difficulties in the work of law-related and litigation-related complaints by letters and visits in W city,that is,comprehensively improve the standardization of law enforcement and justice,strengthen the handling of law-related and litigation-related complaints by letters and visits,boost the legal rights of complainants,strengthen supervision and accountability,and create a good social environment,so as to make a small contribution to promote the standardization of law enforcement and justice in W city,ensure the overall social stability,promote social fairness and justice,and ensure people live and work in peace and contentment.
