Research On The Modernization Of Henan Province Local Governance Capacity:Current Situation Evaluation,obstacles And Corresponding Countermeasures

The the third Plenary Session of the 18 th CPC Central Committee decision of the Party pointed that the overall goal of deepening the reform was to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity.General secretary Xi Jinping in the nineteen report once again made the overall goal of deepening the reform clear,and pointed that by2020 the basic governance capacity to achieve the modernization of national governance systems,governance capacity by 2050 the full realization of the modernization of national governance system.The modernization of local governance capacity is an important part of the modernization of national governance,and its governance capability is directly related to the improvement of the national governance system and the improvement of governance capacity.In this background,this paper takes the local governance capacity modernization as the research theme and takes the Henan Province as the research object.The purpose is not only to focus on the overall practice of China's local governance capacity modernization under the system of socialism with Chinese characteristics,but also to explore the internal logic of promoting the modernization of Henan's local governance capacity.This paper selects Chinese local governance capacity evaluation system constructed by the people's forum center to analyze the current situation of promoting local governance capacity modernization in Henan Province,the analysis results show that the overall level of local governance capacity in Henan province is low and regional differences are large.There is a gap between the modernization of local governance and the modernization of local governance.Combined with the multi center theory,governance theory,theory of collaborative governance theory and local governance development in Henan Province,This paper analyzes the four aspects of the management concept,the subject of governance,the management of resources and the technology of governance and confirmed that the cause of barriers to the gap are the concept of governance,governance of the main obstacle problems and governance relationship governance obstacles,financial resources and human resources management obstacles barriers and technical tools and information sharing barriers and obstacles.Finally,from the following four aspects: the establishent of modern governance concept,the cultivation of governance subjects,the guarantee of resource conditions and the introduction and application of modern governance technology,the countermeasures and suggestions for overcoming obstacles and promoting the modernization of Henan's local governance capacity are put forward.
