With the enhancement of people's awareness of leisure,China's tourism industry has developed rapidly,and the "golden week" holiday tourism has become increasingly prominent.In order to better enable people to enjoy the fun of vacation,on January 1,2008,the regulations on paid annual leave for employeeswas came into effect,marking the formal establishment of China's paid leave system.However,the actual implementation of the system in the grass-roots organs and institutions in Jimo District of Qingdao is not satisfactory.Therefore,it is of great significance for the comprehensive implementation of the paid leave system in China to study the reasons for the difficulties in the implementation of the paid leave system in grass-rootsorgans and institutions and put forward countermeasures.On the basis of reading a large number of literature materials,the author uses questionnaire survey and in-depth interview to obtain the original data.Qualitative and quantitative analysis is combined to summarize the obstacles to the implementation of the system,and countermeasures to deepen the implementation of the paid leave system in the grassroots institutions in-Jimo District are put forward.The main conclusions are as follows:(1)the paid leave situation of government institutions in Jimo District has improved in recent years,but it is still not optimistic,.The proportion of public security and law system leave is obviously low;There is a large number of supernumerary labor in some units.Holidays are mainly used for travel or rest.(2)most of the units do not plan for the leave.Employees can apply for leave at any time;Some units require employees to work overtime before and after the leave to achieve vacation;The annual leave not taken in the current year are regarded as being given up,and a small part of them arrange time off or pay three times of salary.(3)employees with 5 days of vacation and women have low satisfaction with the days of vacation.(4)the imperfect system,the lack of incentive and restraint effect of unpaid leave,the lack of supervision and supervision in place,and the lack of vacation initiative,etc.,result in the current situation that the paid leave system of government institutions in Jimo District is not in place.Based on the above situation,this paper proposes measures to improve the grassroots paid leave system,change the paid leave subsidy distribution mode,formulate the implementation rules for each unit,improve the supervision and regulation mechanism,strengthen publicity and education from three aspects of laws and regulations,employers and employees.
