Campus safety has always been a top priority in all the work for schools.It is also a constant and arduous task for schools.Especially in recent years,campus emergencies has being frequently occurred.Just in the year of 2017,a large number of accidents happened in schools of China.For example,the Fangirl Stampede in a primary school in Hunan province,the Collective Vomiting Event in a private primary school in Shanghai,the Campus Knife-wielding Event in Hainan Province,in which five pupils seriously injured.All these emergencies are alarming symptoms for both primary and secondary schools.They not only posed challenge on schools' handling ability in the event of campus emergencies.They also revealed that schools have inadequate ability to deal with emergencies.Since the reform and opening up,China has achieved rapid economic development,comprehensive national strength steadily improved,but in all areas of social progress at the same time,due to economic restructuring,social management reform,public opinion has also undergone important changes.In the current stage of social transformation,some reforms are still continuing,the pattern of interests and structural adjustment have occurred,the social aspects of security is not perfect,some unstable factors often occur,which led to public emergencies often occur.With the changes in the domestic macroeconomic situation,Shanghai primary and secondary schools have also undergone tremendous changes,especially by the rapid economic development,the rapid rise in population density in Shanghai,the growing variety of economic types.The primary and secondary schools as a special public places,due to their own particularity,in the safety management also need special treatment.In recent years,many scholars and experts began to focus on primary and secondary school campus incident management,school management and government departments also strive to meet the actual needs of the emergency managementmechanism to effectively deal with all kinds of emergencies.Including the prevention of risk,the collection of information,the different events of the plan and emergency response measures and rehabilitation programs,etc.,this work will help create a safe and harmonious campus environment,so as to better protect the safety of teachers and students and Campus property safety.It should be said that primary and secondary schools should be the emergency management as one of the key tasks of campus management,will be integrated into the overall planning and long-term plan,so that early prevention,ahead of response.Based on the present situation of campus emergency management in primary and secondary schools in China,this paper carries out a research on the campus emergency management in primary and secondary schools in Shanghai.Meanwhile,the foreign experiences and advanced ideas related to this research subject will be learned.The questionnaires have been designed according to the school distribution characteristics and the number of different learning stages.The sample descriptive analysis will be further conducted according to the questionnaire survey results.This research will probe into the deficiencies in campus emergency management in primary and secondary schools in Shanghai,as well as the reasons and the sources hiding behind the emergencies.According to the problems,some available suggestions will be further provided.This paper chooses the research object of Shanghai primary and secondary schools,focusing on the subject of emergency management,from the perspective of laws and regulations,emergency awareness,emergency capability and information management,and put forward a set of emergency management mechanism suitable for Shanghai primary and secondary schools,This will help to improve the level of emergency management.From the practical point of view,Shanghai primary and secondary schools actively absorb mature experience,and strive to build a scientific and effective coping mechanism of public crisis,to reduce the probability of occurrence and harm,has significant practical significance.
