According to the general public ideas, primary and middle school should become the most safe place to live for minors. However, in recent years, with the crime against minors' personal safety happening frequently and the range involved expanding more widely, the nature of the hazard is more serious. Primary and middle school as the main place of minors' daily study and life, also failed to become the crime of "utopia". Under this background, this paper takes the primary and middle school as the main concern of field, studied crimes against minors in primary and secondary schools, and based on analyzing campus crime characteristics in primary and middle schools, we put forward control countermeasures before, during and after the crime in primary and middle schools.To precisely define the concept of "school crimes in primary and secondary schools", is a prerequisite for study on the prevention and control measures. The first chapter of this paper started from the research in different view of definition of "school crime", and with the perspective of criminology we analyzed spatial characteristics, the main features, the victim and the behavior characteristics in campus crime constitute, then campus crime is defined as all kinds of illegal and criminal behavior that students, faculty and staff or external personnel do to minor students in school of in the middle and primary schools, kindergartens and reasonable extension of regional.As our country has no official crime victimization survey, so the education system has no unified statistical of campus security incidents. Therefore, we mainly used the scholars' investigation and other indirect data to analyze the school crime in primary and secondary schools. In the second chapter, we summarized the general situation of campus crime schools abroad. At the same time, with the survey of mainland judicial statistics and the research date of related research institutions and high schools, we integrated data of victim, illegal crimes and bad behavior in primary and middle school students and analyzed the overall situation of crime occurrence of primary and middle school campus in China mainland. In addition, according to the campus criminal case in media reports, we analyzed the feature of sexual assault and violence crimes which public paid close attention to in recent years in different subject of crime as the division.The school crime is the crime happened in special fields. Although it is difficult to block or eliminate social factors which leads to school crime only by primary and secondary schools alone, but it is their responsibility in school safety management to prevent crime case from happening in campus by taking effective measures as soon as possible. The third chapter introduced the situational crime prevention theory, and analyzed the basic theory and operation mechanism of situational crime prevention and the advance in the use of prevention and control before school crime. On the basis of this, we put forward the general strategy of school crime situation prevention from five aspects of increasing crime resistance, increasing the crime risk, reducing the proceeds of crime, reducing crime stimulation and removing criminal excuse. At the same time, we also put forward the preventive measures of key personnel based on crime motivation and opportunity factor for different types of potential criminal crimes.All kinds of risks always exist in the risky society, and social contradictions existence decides the inevitability of crime. Primary and middle schools are the organic part of society, and the campus crime which may infringe the underage students is not willing of us, but sometimes it is hard to avoid. Primary and middle schools are relatively closed and the crime victims are the physical and mental immature minors, so it is very necessary and important for schools to deal with a crime properly. In the fourth chapter, based on the theory of risk society management we put forward the goal and principle of prevention and control of campus crime according to the characteristics of campus crime form crisis. As a guide, we summarized that the operation mechanism of prevention and control of primary and secondary school campus crime things should include vertical command system and horizontal cooperation system, and the operation mechanism should include four main links in recognition of early warning, information report, emergency disposal and media communication. At the same time, we discussed the important point in emergency disposal of different types of school crime which happens frequently,The incidence of crime, will result in different degree of injury to the victim. Different from the general society crime, the occurrence of primary and secondary school crime not only damage the physiology, psychology and material of direct minor victim, and also impact the safety of campus ecology. In view of the special influence of campus crime, in the fifth chapter, campus crime victim is classified into explicit victim (minor students) and implicit victim (campus safe ecology), and puts forward some countermeasures for recovery afterwards based on analysis of two types of victim's impact. Among them, the minor victim recovery should focus on providing comprehensive assistance therapy like physiological and psychological treatment, economic compensation and rights defend aspects according to the physical and psychological characteristics of minors. As for the recovery of the campus safe ecology, we should plan as a whole in five aspects which are the reconstruction of campus safety facilities, calming the psychological crisis, repairing the imbalanced interpersonal relationship, enhancing efficiency of safety maintenance in school and reforming support resources out of school.
