Abstract/Summary:
Schools are important units for national emergency response capacity,and it is the focus of the government and people from all walks of life all the time.In recent years,with the modernization of the social governance system and the improvement of the rule of law system,the level of risk prevention and emergency management in primary and secondary schools has been improved,but emergencies still occur frequently.Facing the severe security situation,improving emergency response capability has become an important task for schools,and evaluating emergency ability has become an urgent problem to be studied.Therefore,it is significance to build a scientific and reasonable emergency ability evaluation system to improve the emergency ability of primary and secondary schools.Based on the theory of emergency management,this paper conducts research on the evaluation of emergency response capability in primary and secondary schools.Firstly,based on the public safety triangle theory,the connotation of emergency response capability of primary and secondary schools is analyzed,the formation process and evaluation process of emergency response capability are expounded,and the demand for emergency response capability of primary and secondary schools is analyzed from the three levels of emergency management system,risk of key school places and emergencies,which provided theoretical support for the establishment of the emergency ability index system in primary and secondary schools.Secondly,based on field research and interviews,combined with the theory of the whole process of emergency management,the relevant laws and regulations of primary and secondary schools were collected,and a list of factors affecting emergency abilities was constructed from three levels of emergency response capabilities,potential risks,and possible emergencies.The primary and secondary school emergency response capacity evaluation indicators were initially selected.The Likert Attitude Scale was used to conduct a questionnaire survey to safety emergency experts,emergency staff,and school staff,and the reliability and validity were analyzed,and the secondary screening of the evaluation indicators was completed.An evaluation index system of primary and secondary schools’ emergency capability is constructed including four dimensions: emergency prevention capability,emergency preparedness capability,emergency response capability and emergency recovery capability.Thirdly,the CRITIC weighting method is used to carry out objective weighting based on sample data.The optimal sequence diagram method is used to carry out subjective weighting based on expert scoring data.And the weight of the primary school’s emergency response ability index got optimized.Combined with the fuzzy comprehensive evaluation method,the comprehensive evaluation model of the primary and secondary school’s emergency response ability was finally established.Finally,in the empirical analysis part,three primary and secondary schools in Chengdu are selected for analysis,basic data are collected through questionnaires,and the established evaluation model is used for evaluation.And then put forward countermeasures to improve the emergency capacity.
