Japan's security strategy has changed since 2013 when Abe came to power.From the “three arrows of security” to the lifting of the “collective self-defense right” to the forced passage of the “new security law”,it highlights the intention of Abe's cabinet to promote Japan's political and military march toward great power..In September2015,Abe's cabinet forced the passage of the new “Security Act”,which provided a legal basis for lifting the “collective self-defense right”,which provided legitimacy for the Japanese Self-Defense Force's overseas dispatch and participation in the war.Breaking through the restrictions of the peace constitution,subverting the past "special defense" and turning to "both offensive and defensive",and achieving the largest "step-by-step" advancement since World War II.The impact of the new security law on Japan's maritime security affairs is mainly reflected in the more expansionary and aggressive marine security policy.In terms of offshore defense,the Japanese government has strengthened its control over the surrounding waters,strengthened the maritime security mechanism,and enhanced the maritime defense force as a preparation for the "grey zone situation." In terms of ocean expansion,Japan has actively participated in the situation in the South China Sea as an extra-territorial country.It has worked closely with the United States and has been active in the South China Sea.It has also strengthened cooperation with the countries in the South China Sea.The “Indian Strategy”,which was vigorously promoted in the near future,reflects Japan's intention to extend marine security coverage to the Indian Ocean.In addition,the Japanese government has also increased Japan's influence in global ocean affairs by combating piracy and sending self-defense forces overseas.The new security law has strengthened Japan's role and status in the Japanese-US military integration system.At the same time,it has also clarified the central position of the Japan-US alliance in Japan's ocean policy.For Japan itself,from the perspective of military practice,the new security law has removed the restrictions on the conductof maritime security protection by the Self-Defense Force to a certain extent,and its scope and authority have been expanded;from the perspective of marine security policy choices,The influence of administrative agencies has been greatly enhanced,and the efficiency of relevant decision-making has increased.At the same time,the power of decision-making and policy interpretation has been increasingly concentrated on the perspective of the national security policy.The security cognition logic and code of conduct established by the new security law are Japan.The government has set the principles and framework for developing a marine security policy.If this kind of legislation-driven marine security policy is further institutionalized,it will be extremely difficult for the future Japanese government to make major adjustments to it.
