Diplomatic privileges and immunities are international practices that have existed since the beginning of diplomacy.With the development of diplomacy and the deepening of exchanges among countries,the diplomatic privileges and immunities system has become more and more institutionalized.However,problems such as the abuse of privileges and immunities,and the protection of embassy buildings,etc.are also emerging,posing new challenges to the governance capacity.In view of the problems arising in contemporary diplomatic practice,this paper selects the United States,Singapore and China as comparative objects to study the governance mechanism of the East and West countries.Through the introduction,analysis and comparison of the establishment of diplomatic departments,legal system,legislation and other relevant management regulations of the three countries,combined with specific cases,summed up the characteristics of legalized,comprehensive and electronic governance mechanism in diplomatic privileges and immunities.And compared with the situation in China,analyzing China’s advantages and disadvantages in the above aspects to attain some insights.Facing the new challenges,China should continue to strengthen and perfect its legislation and system construction,attach importance to and implement the concept of "diplomacy for the people" and do better in publicity and education.China should further strengthen its own governance capacity,actively deal with various issues related to diplomatic privileges and immunities,and create a good internal environment for the implementation of foreign policies in the international community and the realization of stable social development at home.
