Research On The Grassroots Governance Model Of Group Emergencies

At present,our country is in economic and social transformation period of rapid development,has caused the social system,economic structure adjustment of structural adjustment,to speed up the interests of differentiation and frequent social mobility,the social area more complicated and diversified,inevitably a degree of social contradictions and social conflicts intensified,with increased friction bring enormous damage to social order and economic development.Mass incidents have become a sword of Damocles hanging over the grass-roots government.As the first line of defense to prevent and deal with group emergencies,the governance ability of the grass-roots government has a direct impact on the development of mass incidents.How to strike a balance between maintaining stability and safeguarding rights and properly handle mass incidents is an important issue facing the grass-roots government.Based on the status quo of mass incidents visited by the author,this paper analyzes the characteristics and causes of mass incidents,and puts forward the theoretical construction of pattern transformation and the path of promoting pattern transformation.The first part is the introduction,which introduces the research background,purpose and significance of this paper,and puts forward the research ideas and methods of this paper.The second part is the overview of mass incidents and grass-roots government,and expounds the two concepts of mass incidents and grass-roots government to a certain extent.The third part analyzes the characteristics and difficulties of the traditional mass incident governance mode,and thus leads to the theoretical construction of the grass-roots governance mode transformation of mass incident.The fourth part introduces the successful handling of dust leakage incident in a hospital in zhejiang province in detail,as an empirical demonstration in line with the construction concept,to prove the proposed theoretical construction;The fifth part,on the basis of case evidence,discusses how to transform the current model into the governance model constructed above,and thus makes path assumptionBorrowed from the "essence" of governance theory,this paper discuss the predicament of reality in the grass-roots government in mass incidents,call for changing ideas,change management mode,promote the mass incidents disposal of social coordination,strengthen the mass incidents mediation culture coupling,ramming mass incidents prevention and control of basic construction,improve the scientific management of public service level at the grass-roots level.
