Research On The Problems And Countermeasures Of Mass Organizations' Involvement In Grassroots Social Governance

Over 40 years since the Reform and Opening-up,development by leaps and bounds has been made in China's economic and political construction and significant changes have been seen in the political system and economic structure.But compared with the achievements made in China's economic and political construction,social governance is lagging behind,especially the governance of grassroots society.Currently,among all the important tasks of deepening reforms,pushing the modern construction of national governance system and capabilities remains the top priority.Grassroots governance,as the frontline of social governance and the most fundamental part of national governance,is favored by both theory and practice.In the process of pushing grassroots governance,how to allow it to be more scientific,reasonable and effective is an urgent problem to be solved.Mass organizations,as the important carrier of the transformation of government functions and one of the main bodies to offer public social services,take up an important place in grassroots social governance.Therefore,a deep analysis of the specific conditions concerning mass organizations' involvement in grassroots social governance to find the problem,reasons as well as countermeasures offers significant theoretical and practical meaning for the development of mass organizations and the reasonable and scientific development of grassroots governance.Based on the comprehensive analysis of research background,significance and domestic and foreign research situation,documentary analysis,empirical analysis and comparative analysis were used to conduct necessary theoretical interpretation of mass organizations and grassroots social governance.The mass organizations of Dagangtou Town,Liandu District were used as a way of empirical analysis to fully analyze the basic conditions of mass organizations' involvement in grassroots social governance and summarize experiences.Four problems were also found,including strong bureaucratic style,lagging of self-construction,ambiguous affairs scope and lack of service capabilities.The reasons after deep analysis were mainly shown in the limitation of social system and institution setting,unitary working methods and confinement of social environment.According to the problems and reasons caused,and taking into consideration our national conditions,strategies were put forward from 4 perspectives to improve mass organizations' involvement in grassroots social governance.Firstly,play down the administrative style and rationalize relations with government departments from the aspect of clarifying function positioning;secondly,in terms of self-construction,strengthen the building of grassroots cadres and ground;thirdly,for the perspective of innovative working mechanism,bring the social service capabilities to play and apply market-oriented approach;fourth,concerning the exchanges and cooperation,strengthen cooperation with other social organizations and broaden masses' participation channels.
