Cooperative public diplomacy is defined as a public diplomacy between two or more governments and between a government and a national or other non-governmental organization through cooperative projects.The partnership model between government and non-government is also known as the PPPs(Public Private Partnerships)model.According to the level of the “organizational identity” of the subject and the degree of “Mutuality” between the subjects,there are usually four forms of cooperation between the two entities,namely,Contracting,Extension,Co-optation and Gradual Absorption,and Partnership.Among them,the most ideal mode of cooperation is partnership.How do the two parties in the partnership work together and how do they interact? According to R.S.Zaharna,the interaction between the two partners mainly includes: sharing common sense through sharing of information;facilitating the exchange of information and resources through communication;changing attitudes or behaviors through mutual influence;through empowerment,Improve the ability of personnel or institutions.This paper explores the ideals of cooperative public diplomacy by studying the case of Chiang Rai cave rescue in Thailand,the cooperation between the Confucius institute and the enterprise,signing of the Ottawa Agreement and the cooperation between the International Medical Services For Health and the Brazilian government.How to develop the cooperation model,how to advance,and how to achieve the goal.
