Research On The Collabortive Model Change Of Government And Non-governmental Organization

Government purchase of public services from non-governmental sectors(NGO)could play the role of market mechanism,give play to the advantages of NGO,optimize public service supply and effectively meet the people's growing demands.Gradually,government purchase begins to win the support of national policy.However,government purchase of public services from NGO is still at the stage of exploration and faces a lot of difficulties and challenges.For example,the relationship between government and NGO is unequal as NGO sometimes rely too much on the government.Therefore,the study on interaction relationship and collaborative model of government and NGO is of great significance.Currently,descriptive study on the collaborative model is enough,while the motivation behind the dynamic change of the collaborative model still lacks.This paper will focus on this point.This study adopts the method of case study as a kind of qualitative research method,and collects substantial first-hand and second-hand material by conducting interviews.This study selects the three cases of Shanghai 2th Ruijin Road Sub-district Office purchase of public services from KLJ organization,and makes a summary of different collaborative models in these cases.On that basis,the motivation behind the dynamic change of the collaborative model is further discussed under the perspective of social interaction theory.This study finds that during the 10 years of collaboration,the collaborative model between Shanghai 2th Ruijin Road Sub-district Officeand KLJ Organization is always changing,representing a “dependency to mutual benefit to cooperative governance” pattern.This also reflects that the relationship is experiencing from “strong country and weak society”model to a equal and collaborative model.To explain from the perspective of social interaction theory,the change of collaborative model follows the outer logic of relationship between the country and the society,and the inner logic that behavior changes after the change of role perception and social resources,and collaborative model changes after the change of behavior.This conclusion also provides some implication for policy-making.Government should transform the role perception of itself and NGO,and enable NGO to make decision together.At the same time,government should provide necessary resource support for the growth of NGO and maintain a positive and equal interaction relationship with NGO.
