Research On The Purchase Of Public Services By The Tibetan Government

Based on the theories of new public management,third-party governance and service-oriented government,introducing market competition mechanism and letting the new ideas of market and cooperation serve the public service field,government purchasing public service is based on such a new idea and way,which opens up a new situation of government purchasing public service.With the remarkable improvement of the public service efficiency of the national government adopting this mode,the government purchasing public service mode which has gained great reputation since the last century has been created.As a new way of public service supply,the essence of government purchasing public services is to use government finance to purchase public services from social organizations in various fields,such as enterprises or non-profit organizations,in order to improve social welfare and service efficiency.The government is responsible for investing,outsourcing public services to social organizations,that is,making targeted purchases,and completing them by signing contracts,and finally evaluating and paying for them.This series of processes is the complete presentation of purchasing services.Since our government brought this public service model into the national strategic level,within the autonomous region,the Tibetan government has begun to actively implement this work-to purchase public services from social organizations.After several years of hard work and overcoming difficulties,the effectiveness of the implementation of the purchase of social organization services by the Tibet Autonomous Region Government has been preliminarily revealed.The scope of public service purchasing has expanded from point to point.It has expanded from the initial purchase of performance and auxiliary projects required by the government itself to the purchase of basic public services,engineering and technical services.According to statistics,from 2013 to 2017,the autonomous region government purchased 523 items of services,with a purchasing scale of 1.047 billion yuan.The government purchases public services from social organizations.The promotion of this service supply mode brings not only the innovation of the way and method of public service supply,but also great help to further deepen the reform of China's fiscal and taxation system and improve China's current financial system.Then,returning to the level of government reform and transferring public services provided by the government to social forces through purchasing,the transformation of the supply mode not only reduces the workload of the government,but also brings about the improvement of the administrative efficiency of the Tibet Autonomous Region government and the thorough transformation of its functions.It is self-evident that social benefits can create a large number of jobs and promote the healthy development of Tibet,especially the service industry.Therefore,this paper further collates and studies the purchase of public services from social organizations by the government of Tibet Autonomous Region,in order to provide reference suggestions for better improving the purchase of public services from social organizations by the government of Tibet Autonomous Region.Based on public service theory,third-party governance theory,principal-agent theory,public goods and performance management theory,this paper deeply studies and analyses the meaning,fields and modes of government purchasing public services from various perspectives and dimensions,which is related to the development direction of building a new service-oriented government and promoting market economy in China.This paper makes an in-depth study on the development course,policy formulation,current situation and latest achievements of the government of Tibet Autonomous Region in purchasing public services from social organizations,and takes the practice of the government of Tibet Autonomous Region in purchasing hazardous waste disposal services as an example to analyze the existing problems from the aspects of purchasing procedure,evaluation system,supervision mechanism,laws,regulations and policies.Question.Finally,by drawing lessons from the advanced practices and experiences of the developed countries such as the United States,Britain and other developed cities such as Guangdong and Shanghai in government purchasing public services,this paper puts forward the process of standardizing Tibetan government purchasing public services from three aspects: public demand,acceptance qualification and purchase price,and puts forward the establishment and improvement of Tibetan government purchasing from two aspects of internal supervision and external supervision.In addition to the supervision and evaluation system of public services,there are also social organizations that undertake the government's purchase of public services,as well as corresponding guidance and suggestions from the function transformation and legal construction of government's purchase of public services.I hope that through systematically combing and analyzing these aspects,I can contribute
